이 연구는 미국의 테네시 주에서 실시하고 있는 부가가치 교사평가제(TVAAS)의 등장 배경과 본질적 특성 및 문제점을 분석함으로써 우리나라 교사평가제 정책에 주는 시사점을 도출할 목적으로 수행되었다. 연구 결과, 미국의 교사평가는 교사의 인성적 특징과 교사의 업무수행능력에 대한 평가시기를 거쳐 현재와 같이 학생의 학업성취도를 강조하는 정책으로 변모하였고, 이러한 변천은 TVAAS의 등장 배경을 제공한다는 점이 밝혀졌다. TVAAS는 책무성을 강조하는 평가로 학생들에 대한 3년간의 표준화 검사 결과를 통하여 개별 교사의 효과를 밝혀내고, 그 결과를 금전적 보상과 연계하거나 인사 자료로 활용한다. 다양한 가능성을 예고하는 새로운 교사평가 접근법임에도 불구하고, TVAAS는 교사 평가의 도구, 내용, 방법, 결과의 활용 등에 관한 문제점이 끊임없이 제기되고 있다. 이러한 TVAAS의 특징과 문제점에 대한 분석을 토대로 우리나라에서 학생의 학업성취 자료를 기반으로 책무성을 담보하기 위한 교사평가제를 적용하고자 할 때 유의해야 할 시사점을 제시하였다.There has been international efforts to make teachers accountable for student achievement through teacher evaluation. In Korea growth-oriented teacher evaluation has been applied to elementary and secondary schools across the nation since March 2010, scholars and law makers still argue that evaluation measures to guarantee teacher accountability are necessary. The purpose of this paper is to analyze the backgrounds, characteristics, and controversies surrounding Tennessee Value Added Assessment System(TVAAS) in the United States to draw implications for the evaluation system of Korea. Despite the merits of TVAAS, there are on-going controversies on the content of evaluation, methods, and usage of the results. The findings imply that much caution is necessary when trying to utilize national level student assessment data for the purpose of teacher evaluation.
