본 연구는 사회현상을 설명하는 분석단위로서 문화적 변수를 강조하는 문화이론을 바탕으로 젠더문화의 역동적 특성과 젠더문화와 성평등제도 간의 상호작용적 관계를 실증분석한 연구이다. 이를 위해 인도 델리대학교 정치학과 대학원생들을 대상으로 이들의 문화적 편향과 젠더문화 및 성평등제도에 관한 설문조사를 실시하였다. 설문조사의 주요 내용은 크게 두 가지 영역으로 구성되는데, 하나는 문화이론이 제시하는 네 가지 문화적 편향의 유형인 계층주의, 평등주의, 개인주의, 운명주의를 측정하는 항목들로 구성되어 있으며 다른 하나는 공사영역에서의 성별역할, 젠더권력관계, 성별만족도 등 젠더문화와 관련한 일반적인 문항들과 더불어 양성평등을 실현하기 위한 여러 가지 제도에 대한 인식, 태도, 정책선호도를 묻는 내용들로 구성되었다. 분석결과, 인도 대학원생들의 문화적 편향은 보수적이고 가부장적인 힌두문화가 지배적인 환경하에서 계층주의나 운명주의적 성향이 강할 것이라는 예측과는 달리 개인주의와 평등주의적 문화적 편향도 거의 동등한 비율로 나타나고 있음을 알 수 있었다. 그리고 젠더문화 및 성평등제도에 대한 인식을 묻는 항목들에서도 가부장주의를 지향하는 전통적 가치와 양성평등을 지향하는 세속적 가치가 혼재되어 있는 문화적 과도기의 충돌현상을 보여줌과 동시에 이중적인 인지적 갈등이 표출되고 있음을 보여주었다. 마지막으로 행위자의 문화적 편향과 성평등제도에 대한 선호도와의 상관관계를 분석한 결과, 계층주의, 개인주의, 운명주의적 문화적 편향이 강할수록 형식적 평등조치와 같은 소극적인 정책을 선호하는 경향이 나타났으며, 반대로 평등주의적 문화적 편향이 강할수록 적극적 조치나 성주류화와 같은 보다 적극적이고 개혁적인 정책을 선호하는 경향이 나타났다. 즉 개별 행위자의 문화적 편향에 따라 성평등제도에 대한 태도나 선호도에 영향을 미치고 있음을 알 수 있었으며 이는 문화이론에서 제시한 문화와 제도 간의 상호작용적 관계를 간접적으로 입증한 것이라고 할 수 있다.This study analyzes cultural effects on institutional development with the examination of Indian gender culture and gender equality policies. In gender politics, how to define and how to interpret social problems ― especially regarding different sexes’ social roles, power relations, and sexuality ― is critical compared with other policy areas. Thus, cognitive factors, rather than rational institutional designs, are more important in gender policy area. Because the cognitive factors are mainly derived from cultures, this paper analyzes Indian gender culture and gender equality policies based on the culture theory, which emphasizes cultural dynamics and the interactions between institutions and cultures. For this study, I carried out a survey of Indian graduate students about their cultural tendencies and attitudes towards gender issues. Basically, Indian cultural tendency is not totally biased to hierarchy or fatalism, betraying conventional conjectures, but Indian graduate students are significantly individualistic and egalitarianistic. Moreover, there are not meaningful (cultural) biases depending on sexes, castes, and religions, while there are some variances within groups. In terms of gender issues, almost all the respondents concern about Indian gender problems and favor governmental interventions, though female respondents are more assertive. In addition, those who are more individualistic and egalitarianistic are likely to support stricter gender equality policies, compared with other respondents who tend to be hierarchical or fatalistic. For example, those who are biased to hierarchy prefer equal treatment politics to stricter methods such as affirmative actions and gender mainstreaming.
