본 논문은 세무대리인의 결산과 세무조정에 대한 의사결정과정을 연구한다. 본 연구는 외부감사를 받지 않는 상황에서 Roberts(1998)의 연구모형을 적용하여 납세자 옹호성향(advocacy)을 가지는 세무대리인이 납세자의 재무상황에 따라 어떻게 결산에 대하여 조언하고, 납세자의 세무보고성향에 따라 어떻게 세무조정하는지를 검증하였다. 연구가설을 검증하기 위하여 서울·경기지역에서 개업하고 있는 세무대리인과 세무법인 또는 중소회계법인에 소속된 세무대리인을 대상으로 인터넷 기반의 설문조사(internet-based survey)를 실시하였다. 설문대상자로 선정된 380명의 세무전문가에게 설문지를 배포하였고 222부를 회수하였다. 이 중 적절하게 답변되지 않은 31부를 제외한 후 191부의 설문지를 분석대상으로 하였다. 분석방법으로는 주로 공분산분석(ANCOVA)을 사용하였다. 본 연구의 주요 연구결과를 요약하면 다음과 같다. 첫째, 세무대리인의 납세자 옹호성향은 결산에 대한 조언이나 세무조정 시 납세자에게 유리한 방향으로 의사결정하도록 영향을 미치는 것으로 나타났다. 이러한 연구결과는 Bobek et al.(2010)의 연구결과와 일치한다. 둘째, 납세자의 재무상황으로 당기순손실이 예상될수록 세무대리인은 납세자에게 공격적으로 결산하도록 조언하는 현상을 보였다. 이러한 결과는 세무대리인은 납세자의 재무상활을 고려하여 세금비용(tax costs) 뿐만 아니라 총비용(all costs)이 최소화되도록 결산에 대하여 조언하는 것으로 해석되어 Scholes and Wolfson(1992)의 효율적인 세무계획(effective tax planning)과 Watts and Zimmerman(1986)의 부채계약가설(debt covenant hypothesis)에 따른 이익조정 또는 공격적 재무보고 현상이 확인된 것이다. 또한 납세자에게 세액공제가 확실하게 적용되는 경우에는 이러한 재무보고의 공격성이 강화되는 현상을 보임으로써 Scholes and Wolfson(1992)의 연구모형에 의한 세금비용과 비세금비용의 상충관계가 없어지면 재무보고의 공격성이 커진다는 것으로 Frank et al.(2009)의 연구결과와도 일치하는 것으로 볼 수 있다. 셋째, 실무위험(practice risk)이 높으면 납세자의 세무보고성향이 공격적일수록 세무대리인은 보수적으로 세무조정하는 결과를 보였다. 이러한 의사결정의 원인은 Kadous et al.(2008)의 연구결과와 같이 세무대리인이 실무위험을 고려하여 세무조정하기 때문인 것으로 보인다.With an application of Roberts‘s economic psychology-processing (EPP) model(1998) without a presence of an external auditor, this study examined how recommendation of tax professionals with a propensity for client advocacy changed depending on clients' financial condition and how tax adjustments of tax professionals changed depending on the clients' tax reporting attitude. In other words, this study tested the difference between tax professionals' recommendation on each situation under two different clients' financial conditions where slight net loss or slight net income are expected. In addition, this study investigated the changes in tax professionals' decision making when the receipt of tax credits is certain compared to an ambiguous situation. Next, the study also examined how tax professionals' tax adjustments changed when clients demand aggressive tax adjustments compared to demanding none. To verify the hypotheses, this study conducted internet based surveys on tax agency offices, tax firms and small accounting firms located in Seoul and Gyunggi province. The survey questions were sent to 380 tax professionals, and 222 surveys were returned. Except the improperly answered 31 surveys, 191 surveys were used in the analysis. Analysis of covariance(ANCOVA) were used as analytical methods. The result of this study is summarized briefly as follows. Firstly, tax professionals' degree of client advocacy affected their decisions when making recommendations on accounts settlement or tax adjustments. The result coincides with the results of study by Bobek et al.(2010). Secondly, tax professionals advised to settle accounts aggressively when net loss is expected which also supported the hypothesis. This result was interpreted as that the tax professionals advised aggressively in order to minimize not only tax costs, but all costs in general depending on taxpayers' financial conditions. It confirmed the study results of the "Effective Tax Planning" by Scholes and Wolfson(1992), and the "Debt Covenant Hypothesis" by Watts and Zimmerman (1986) or the aggressive financial reporting. In addition, the study also showed that the aggressiveness of tax reporting is reinforced when the application of tax credit is certain. The result confirmed the study model of Scholes and Wolfson(1992) which concluded that the removal of trade-off between tax costs and non tax costs reinforces the aggressiveness of tax reporting. The result also coincides with the study results of Frank et al.(2009). Thirdly, when the practice risk is high and if taxpayer's tax reporting attitude is aggressive, then tax professionals conservatively settled account. This phenomenon is attributed to tax professionals' risk management consideration when doing the tax adjustments(Kadous et al. 2008).
