우리나라의 회계투명성을 향상시키기 위한 일환으로서 지난 2007년부터 감사인에 대한 품질관리감리제도가 본격 시행되고 있다. 본 연구는 감사인 품질관리감리가 새로운 회계감독제도로서 효과적인 기능을 수행하고 있는지를 분석하였다. 구체적으로 품질관리감리가 회계법인의 감사품질을 적정하게 평가하고 있는지, 품질관리감리결과에 따른 사후조치가 회계법인의 감사품질 향상을 효과적으로 유도하고 있는지를 실증적으로 분석하였다.
본 연구는 한국공인회계사회의 품질관리감리를 수감한 30개 중·소형회계법인 등이 2004년부터 2009년까지 수행한 외부감사업무를 대상으로 분석하였다. 주요 연구결과는 다음과 같다. 첫째, 발생액의 질을 감사품질의 대용변수로 이용한 분석에서 품질관리감리결과가 우수한 회계법인일수록 감사품질이 높은 것으로 나타났다. 이는 품질관리감리가 회계법인의 감사품질을 식별ㆍ평가함에 있어 유효한 제도임을 시사한다. 둘째, 품질관리감리결과를 감리대상(품질관리제도부문, 개별감사업무부문)별로 구분하여 분석한 결과 품질관리제도부문의 감리결과는 회계법인의 감사품질 차이를 유의하게 식별하는 것으로 나타난 반면 개별감사업무부문의 감리결과는 감사품질과 유의한 관련성이 없는 것으로 나타났다. 이는 회계법인의 감사품질이 전반적인 품질관리제도에 의해 결정되고 있음을 시사하는 결과이다. 셋째, 품질관리감리를 수감한 중·소형회계법인과 대형회계법인(Big 4)의 감사품질을 비교한 결과에서는 전반적으로 Big 4의 감사품질이 높은 것으로 나타났으나 품질관리제도를 잘 갖추고 있는 회계법인은 Big 4에 못지않은 감사품질을 보이는 것으로 나타났다. 이러한 결과는 중·소형 회계법인이라 하더라도 품질관리제도를 적정하게 갖추면 Big 4에 버금가는 감사품질을 구현할 수 있다는 시사점을 제시한다. 마지막으로, 품질관리감리를 수감하기 이전과 이후기간의 감사품질을 비교한 결과에서는 이들 간에 유의한 차이가 없는 것으로 나타났다. 이는 품질관리감리에 따른 사후조치가 강제성이 없는 개선권고에 그치고 있어 실질적인 감사품질의 향상을 이끌어내지는 못하는 것으로 이해된다.
우리나라의 회계감독제도는 기존의 감사보고서감리에서 점차 감사인 품질관리감리를 강화하는 방향으로 전개되고 있다. 그간의 연구들이 이러한 변화흐름을 개념적으로만 논의한 것에 비해 본 연구는 감사인 품질관리감리의 실효성을 분석한 첫 실증연구라는 점에서 차별적 의미가 있다. 아울러 새로운 회계감독방향으로서 품질관리감리가 지지될 수 있음을 시사하는 본 연구결과는 향후 감독당국의 정책 의사결정에도 유의하게 활용될 수 있을 것으로 판단된다.Following a series of accounting scandals, such as Enron and Worldcom, there has been a world-wide movement to reform the statutory supervisory system for the audit firms. Correspondingly, in Korea, the regulators have adopted Quality Control Review (QCR) program for the audit firms in 2007 in order to strengthen the accounting transparency. Recently, the gradual induction of the International Financial Reporting Standards (IFRS) and the International Standard on Auditing (New ISA) has radically changed the accounting environment. In response to this environmental change, several prior studies argue that the statutory inspection of audit firms has to place more weight on QCR which is characterized by ex-ante approach for ruling the auditors (Lim et al 2009; Jung et al 2009; Kwon et al 2010). Despite the importance of QCR, however, it has not been documented whether the QCR is an effective mechanism to evaluate the auditors' audit quality.
We empirically examine the effectiveness of QCR that is performed by KICPA. Specifically, we investigate whether the audit quality of accounting firms is properly evaluated by QCR. Also, we examine the effectiveness of the QCR in improving the audit quality of audit firms. To conduct our test, we collect KICPA's QCR scores for the 30 small and middle size audit firms during 2007-2008. Then, we partitioned the audit firms into 2 groups based on the QCR scores: that is, high quality (HQ) groups and low quality (LQ) groups. Also, to proxy the audit quality, we use performance matched discretionary accruals (PMDA) which is suggested by Kothari et al. (2005), accruals quality (AQ) which is suggested by Dechow and Dichev (2002) and McNichols (2002), and degree of conservatism (DC) which is suggested by Ball and Shivakumar (2005).
Our results are given as follows. First, we find that the audit quality of HQ group is significantly higher than that of LQ group. This result demonstrates that the QCR is an effective mechanism in identifying the audit quality of audit firms.
Second, separating the QCR scores into Quality Management System Review (QMSR) scores and Individual Audit Engagement Review (IAER) scores, we show that while QMSR is effective in evaluating the audit quality of audit firms, IAER is not. This finding implies that the audit quality of audit firms is determined by the overall quality management system rather than by individual audit engagement
Third, comparing the audit quality of small and middle size audit firms to the audit quality of Big 4, we find that the audit quality of Big 4 is slightly higher than that of small and middle size audit firms. However, we show that the small and middle size audit firms whose QCR scores are high have the audit quality which is comparable to the audit quality of Big 4. This finding provides an important implication that even the small and middle size audit firms can have the superior audit quality when they maintain a desirable quality control system.
Lastly, we show that the QCR is insufficient to improve the audit quality due to the weakness in follow-up steps. This result stresses that the follow-up actions of QCR have to be reinforced in the direction of virtually improving the audit quality.
This study is subject to following limitations. First, this paper covers relatively short period due to the recent enforcement of QCR. Second, our sample size is relatively small. Despite this weakness, our research is the first one which explores the effectiveness of QCR in Korea. We demonstrate that the QCR can be an effective mechanism to evaluate the audit quality of audit firms. Moreover, we suggest that in oder to improve the audit quality, the implementations of follow-up actions of QCR have to be strengthened. We expect that our research might provide the useful implications to the regulators.
