이 글은 고려시기 진도현의 위상과 그 변화를 정리한 것이다. 고려 현종 9년 진도에 있던 진도현 가흥현 임회현은 모두 나주목의 속현으로 편성되었다. 고려 현종 9년 나주목의 속현이었던 진도현은 인종 21년 현령이 파견되어 주현이 되었다. 진도현령의 설치는 진도현에 가흥현과 임회현을 속현으로 이속하여 새로운 ‘주현-속현 단위’를 편성한 것을 의미한다. 인종21년 진도현령이 파견되면서 진도현은 진도의 중심이 되었고, 진도현의 읍치는 고군면 일대에 있었다. 1270년 8월 진도에 들어온 삼별초는 벽파정 근처의 용장산성 일대를 치소로 정하고 성을 쌓고 궁궐을 지어 새로운 정부를 표방하였다. 고려정부는 원종 12년 삼별초를 진압한 후 예전과 마찬가지로 진도현에 현령을 파견하였다. 고려말 왜구가 침입하면서 진도현은 읍치를 육지로 옮겼고, 1409년(태종 7)에는 해남현과 통합되어 해진군이 되었다가, 1437년(세종 19) 진도군으로 회복되어 진도로 돌아왔다. 이 때 진도군의 치소가 된 곳은 육지로 나가기 전 진도현의 읍치 근처에 새로 쌓은 성이었다. 해남군에서 진도로 들어온 지 3년만인 1440년 진도군은 읍치를 현재의 읍성 위치로 다시 옮겼다. 이 때 진도군의 읍치를 옮긴 가장 큰 이유는 옛 읍치의 위치가 진도의 동북쪽에 치우쳐 있기 때문이었다.Jindo-hyeon(珍島縣)’s status and its historical changes during the Goryeo era are described in this article. Three hyeons(Jindo, Gaheung and Imhoe) located in Jindo Island were organized as the status of sok-hyeon(屬縣)of Naju-mok(羅州牧) in the ninth year of King Hyeonjong’s reign in Goryeo Era. However, in the twenty first year of King Injong’s reign, only Jindo-hyeon was raised to the status of ju-hyeon(主縣) by appointment of its magistrate called hyeollyeong(縣令) from the central government. The appointment of Jindo-hyeollyeong means the establishment of a new ‘ju-hyeon and sok-hyeon unit’ where Jindo-hyeon controlled Gaheung-hyeon and Imhoe-hyeon. Jindo-hyeon, whose magisterial office was located in current Gogun-myeon area of Jindo County, had become the main center of Jindo Island since Jindo-hyeollyeong’s first dispatch. In the eleventh year of King Wonjong’s reign, leaders of Sambyeolcho rebels, who fled from Ganghwa Island, established their new government in Jindo Island. They also constructed their own palace, new magisterial office and defending fortress around Yongjang-sanseong. However, Sambyeolcho rebellion was finally suppressed in next year, and Goryeo government still dispatched the Jindo-hyeollyeong as the period before the Sambyeolcho rebellion. As Waegu marauders invasions became intensified, Jindo-hyeon had no choice but to move its magisterial office inland. In the seventh year of King Taejong’s reign of Joseon dynasty, its formal name was changed into Haejin-gun County through integration with Haenam-gun County. But before long it was restored and elevated to Jindo-gun County in the nineteenth year of King Sejong’s reign. Jindo-gun County office was established in a newly built castle whose location was not far from the former Jindo-hyeon magisterial office area. However, in the three years after Jindo-gun’s new county office was established, Jindo-gun County moved its office in current Jindo county castle area, which was located in central region of whole Jindo-Island, because the former county office was in a northeastern place of the Island.
