이 연구는 우리나라를 대상으로 1989년부터 2007년까지의 패널자료를 활용하여 지방분권과 지역격차간의 관계를 이론 및 실증적으로 분석하였다. 이론적으로는 기존 연구들의 개념 및 방법론적 한계를 검토하여 그 한계를 극복할 수 있는 분석 틀을 제시하였다. 실증적으로는 최근 자료의 축적과 더불어 그 활용가치가 높아지고 있는 패널분석방법 중 패널 GLS 분석모형을 활용하여 양자간의 관계를 분석하였다. 이 연구의 특징으로는 지방분권을 재정적, 행정적 그리고 정치적 분권으로 구분하여 각 유형의 분권이 지역격차에 미치는 영향을 분석했다는 점과 흔히 사용하는 지니계수 대신 일인당 지역생산액의 국가평균과 실제 지역값간 거리의 절대값을 지역격차 지표로 사용했다는 점을 들 수 있다. 분석결과 지역격차는 재정적 분권과는 부(-)의 관계를 가지고, 행정적 분권과 정치적 분권과는 정(+)의 관계를 갖는 것으로 나타났다. 정책적으로는 지역격차를 확대시키지 않으면서 지방분권을 실시하기 위해서는 재정분권을 우선적으로 실시할 필요가 있는 것으로 나타났다.This study addresses the relationship between decentralization and regional disparity using panel data from 1989 to 2007 of South Korea. Theoretically, this study proposes a new framework which enables to overcome the limitation of existing studies. Empirically, this study employs one of panel data analysis methods which becomes popular recently due mainly to data availability. The particular aspects of this study are that the decentralization are differentiated into three different kinds such as administrative, fiscal and political decentralization and, as for regional disparity, an indicator for regional disparity is developed based on absolute distance between the national average of per capita GDP and regional per capita GDP. The study reveals negative relationship of fiscal decentralization and positive relationships of administrative and political decentralization with respect to regional disparity. From policy point of view, it seems important to implement fiscal decentralization with the highest priority in order to alleviate negative impacts of decentralization on regional disparity.
