본 연구는 장애아동 가족의 장애아동 부양과 관련된 생활에 관해 조사하고, 강원도 내 장애아동에 대한 부양부담과 그 가족의 삶의 질의 실태를 파악하고 삶의 질에 영향을 미치는 요인을 사정하는데 1차적 목적을 두고 진행되었다. 장애인과 그 가족에 대해 어떤 형태로의 지원이나 프로그램을 진행하고자 할 때 그들의 현황과 욕구에 대한 조사가 선행되어야 함은 물론, 면밀한 결과 분석에 근거하여 지원방향을 결정해야 효과적이고 효율적인 지원이 가능하기 때문이다. 이를 위해 장애아동 가족을 대상으로 주부양자를 포함한 가족들의 특성과 10개 영역에 걸친 삶의 질 관련 척도 및 장애아동에 대한 부양부담 정도를 조사하여 분석하였다.
장애아동 가족의 삶의 질은 Roy Brown 교수의 연구에 근거하여 가족생활 영역을 가족의 건강, 경제적 안정, 가족 관계, 타인으로부터의 지원, 장애관련 서비스 지원, 종교적·문화적 신념, 경력과 이를 위한 준비, 여가와 삶에 대한 즐거움, 지역사회 참여의 9개 영역과 장애아동에 대한 부양부담의 10개 영역으로 나누어 각 영역에 대한 설문내용과 만족도를 조사한 후 평가·분석하였다.
연구결과는 다음과 같다.
1. 장애아동 부양에 대한 책임이 어머니에게 집중되어 있고 어머니가 많은 희생을 감수하고 있는 것으로 나타났다.
이를 통해 장애아동 부양에 대한 가족 분담이 되지 않고 있다는 것을 이끌어 낼 수 있었다. 장애아동의 주 수발자인 어머니의 부양부담을 덜어줄 수 있도록 지원하는 방안이 요구되며 이는 가족 분담 지원책과 병행하여 고려되어야 할 것이라 생각된다.
2. 강원도 장애아동 가족의 삶의 질에 많은 영향을 미치는 영역은 「타인의 도움」 영역, 「가족관계」 영역, 「종교적·문적 신념」 영역인 것으로 분석되었다.
반면, 적은 영향을 미치는 영역은 「건강」 영역, 「경제」 영역, 「장애자녀에 대한 부양부담」 영역인 것으로 분석되었고, 지역 활동 참여와 관련된 영역은 장애아동 가족의 삶의 질에 영향을 미치지 않는 것으로 나타났다.
이를 통해 강원도 장애아동 가족의 삶의 질은 공적·공식적 차원의 관계성이나 사회적 관계망에 의한 충족보다 개인적·비공식적 차원의 관계 유지에 의존하여 충족되고 있다는 사실을 이끌어 낼 수 있었다.
이에 대한 개선 방안으로 장애아동 가족의 삶의 질을 높여가기 위한 전반적인 노력이 요구되며, 그 방향은 개인적·비공식적 차원의 관계성에 의한 충족 비율을 줄이면서 공적·공식적 차원의 관계성이나 사회적 관계망에 의한 충족 비율을 높이기 위해 정부 및 지방자치단체가 노력할 것을 제안하였다. 또한 장애아동 가족의 삶의 질 향상을 지원하기 위한 정책을 수립함에 있어 공통적으로 고려해야 할 정책의 기본 방향을 제시하였다.The purpose of this study is to investigate the Quality of life(QOL) of family who support their disabled children. To examine the present care situation and the QOL level of the family with disabled children in Gangwon-do as well as when support, programs for families of disabled children are selected, a survey is a prerequisite to understand the present situation and needs of disabled children and their families. A detailed analysis must be carried out in order to determine the direction that support programs must take as well as for effective and efficient support.
We investigated the characteristics of the family including the main care person and the degree of burden for the disabled child, and the QOL level of nine domains of child`s family.
We used Professor Roy Brown's scale to measure the QOL of family with disabled children. His scale is composed of 9 domains including Health, Financial Well-Being, Family Relationships, Support from Other people, Support from Disability Related Services, Spiritual and Cultural Beliefs, Career and Preparing for Careers, Leisure and Enjoyment of Life, Community and Civic Involvement, and the degree of burden for the disabled child.
The results of this study are as follows:
1. Responsibility of the disabled child's care was concentrated on the mother and it was owing to the mother`s great sacrifice.
From these facts, we found that the responsibility of care for the disabled child was not evenly distributed amongst the family members. A way for reducing the mother's load for caring for the disabled child must be considered and is requested for policies concerning the distribution of caregiving responsibility in the family.
2. 「Support from Other people」(R²=.602), 「Family Relationships(R²=.131)」, 「Religious and cultural faith(R²=.086)」 domains had high influence on the QOL of the disabled child family in Gangwon-do. But 「health(R²=.018)」, 「Financial Well-Being(R²=.012)」, 「Care burden」(R²=.001) domains had low and 「Community & Civic Involvement」 domain had no influence on the QOL of the disabled child family in Gangwon-do.
From these results, we found that QOL of the disabled child family in Gangwon-do was satisfied by personal and informal relationships rather than the public dimensions, both formal and social.
Finally we suggested that the government and a local government`s efforts, plan and system is required to raise the child family`s QOL, to get rid of obstacles and to improve the system. If possible, it is necessary to raise the satisfaction ratio with public dimension, formal and social relationship and to lower the satisfaction ratio with personal and informal ratio. And we suggested the basic and common direction that must be considered to establish the policy to support improvement of the QOL of the disabled child's family.
