본 연구에서는 KLIPS 조사항목중 직무·직업특성, 경제적 보상, 고용안정성, 숙련형성 및 발전가능성, 근무조건 및 작업환경, 참여 및 작업장내 관계의 6개영역의 관련변수들을 이용하여 고용의 질 지수를 구성하고 이를 기초로 노동시장의 불평등과 양극화 추세를 분석해보았다. 고용의 질 지수를 보면 2001년부터 2008년 사이에 노동시장의 불평등은 심화되었으며 고용의 질 구성요소별로는 고용안정성영역의 불평등 기여도가 절대적 비중도 크고 2005년 이후 불평등 증가를 주도하고 있다. 하위집단별로는 고용형태와 계급 및 직업별 차이의 불평등 기여도가 크다. 한편 울프슨지수나 EGR지수의 추이는 고용의 질 양극화가 심화되고 있음을 보여준다. 상대적 증가율의 비교 결과 울프슨의 양극화지수는 지니계수나 타일지수보다 가파른 상승률을 보여서 양극화가 불평등보다 빠른 속도로 진행됨을 알 수 있었다. 변화할당분석을 통한 고용의 질 양극화 원인의 분석 결과에 의하면 산업구조변화가설은 제조업의 쇠퇴가 중간층의 감소를 초래한다는 점에서만 부분적으로 지지되었으며, 노동력공급구조변화가설은 노년층의 빠른 증가가 하층일자리의 증가를 가져온 점은 수용되지만 여성이나 청년층의 공급증가효과는 입증되지 않았다. 고용의 질이 낮은 비정규직의 급속한 증가가 하층일자리의 증가에 크게 기여하였다는 점에서 기업의 고용전략변화가설은 지지되었다. 고용의 질 불평등과 양극화를 완화시키기 위해서는 제조업 숙련생산직의 급속한 감소를 막고 노년층과 비정규직의 급증에 대한 대책을 수립하는 것이 필요한데 이에 대한 정책적 지원은 경제적 보상영역보다는 고용안정성이나 숙련 및 발전가능성영역에 초점을 맞추어야 할 것으로 보인다.This paper addresses the trend of inequality and polarization in terms of the quality of employment in the Korean labor market drawing on the analysis of KLIPS data. Gini coefficient and Theil index of QEI(quality of employment index) has risen between 2001 and 2008, which suggests that the inequality of QEI has deepened between 2001 and 2008. The employment stability and skill/development significantly contribute to total inequality. Decomposition of Theil index by population groups points that between-group inequalities of employment type and class explained the largest share of total inequality. EGR index and Wolfson index has increased during the same period, which shows the polarization of QEI. The degree of polarization, measured by Wolfson index has deepened more than that of inequality, estimated by Gini coefficient and Theil index. The main causes of job polarization would be large scale entries of older workforce into the labor market and the rapid expansion of non-standard employment. The results partially support the de-industrialization hypothesis too. Empirical results suggest that support for the older workers and non-standard workers should focus on employment stability and skill/ development rather than income.
