정치권력의 권위가 누린 범위와 영역에 관해서 고대에서 근대에 이르는 시기에 있어서동서양의 차이는 어떤 것인지를 살펴보았다. 로마의 ‘황제’ 개념은 원래 ‘군사적 영웅’의 의미를 띤 것으로 신성을 전제하지는 않았다. 반면에 동양의 ‘황제’는 처음부터 신성을 내포한 개념들의 조합이었다. 로마의 황제는 머지않아 가톨릭의 교권과 공존해야 했다. 중세에는 속권 그 자체도 신권에 의해 제약당하는 상황에 처했다. 근대 초기 절대주의 시기에 한때 왕권신수설이 유행하였으나, 그 수명은 길지 못했다. 절대주의 시대에도 가톨릭은 가톨릭대로, 그리고 루터와 칼빈의 개신 기독교는 그 나름으로 ‘두 개의 왕국’론을 전개했다. 이를 기초로, 정신 영역에 대한 세속 권력의 권위의 한계를 날카롭게 정의하였다. 더욱이 근대 서양에서는 현실 권력의 국적 팽창 과정의 중심에 선 국가들일수록 정치권력의 한계를 명확히 하는 정치혁명이 전개된다.중국의 지배자는 상고시대부터 신성한 초월자를 대리하여 인간사회를 다스리는 존재임을 자처했다. 이러한 천인관계론적 최고권력 개념은 곧 유학과 결합하면서 형이상학적 체계를 갖춘 천인우주론으로 정식화된다. 지상의 지배자는 유교적 형이상학에서 궁극적 존재또는 원리로서의 ‘천’의 신성성을 전유했다. ‘리법적 천’이 강조되면서 유교 안에서의 신성의 개념은 합리화 현상을 보인다. 그로써 ‘주재적 천’의 개념은 박제되거나 리법적 천과 일체화된다. 그런 가운데 ‘상제’는 인격신적 신성의 권위를 유지하는 흐름도 있게 된다. 이러한 철학적 흐름을 유의하면서, ‘천명’ 혹은 ‘천도’의 대리자를 자처하는 동양 지배자의 천인우주론이 국, 일본, 한국에서 보이는 차별성과 공통점을 시기별로 살펴보았다. 한국의 정치사상도 19세기 말까지는 세속적인 정치권력과 천상의 권위와의 연속성을 전제하는 전통적인 사유체계에서 벗어나지 않았다. 정치적 권위의 본질에 대한 전통적 사유의 지속성을 보여주는 사상가의 예로 19세기 초 개혁적인 유학 이론가였던 정약용의 사상을 논의하였다. 그는 주자학이 강조하는 ‘리법적 천’ 대신에 전통 유학 안에 기왕에 잔존하여 있던 ‘상제’ 개념을 취하여 나름의 천인우주론을 전개했다. 결국 그도 성속의 연속성을 전제한 천인우주론적 관념체계 안에 머물러, 그 안에서 천과 군주, 그리고 민 사이의 관계를 사유하였다. 한국의 정치사상이 성속의 연속성을 전제하는 전통적인 사유로부터 명확하게 이탈하는 언술의 단초는 유길준의 정치학에서 비로소 찾아볼 수 있다.The essay examines the continuities or discontinuities between the temporal power and spiritual power in the political traditions of the East and West. Based on what I discussed in this paper, there existed unmistakable differences between the two civilizations in that regard. In the West, the authority of the supreme political ruler remained confined to the temporal realm, while, for the secular ruler in the East, his or her political authority was conceived to be comprehensive enough to represent the heavenly authority or the ultimate principles. The supreme political title of ‘imperator’ of Rome was initially meant to be a military hero, not implying any claim to a spitirual authority. Meanwhile, in East Asia, the word of Emperor(皇帝) was a combination of the two letters, each of which denoted, from the beginning, some quality or being of divinity. The Roman emperor had to co-exist with the spiritual ruler who was supposed to exercise exclusive jurisdiction in the ‘City of God’ claimed by the Catholic Church. In the medieval times, even the temporal power of the secular ruler was partly contested by the Church. Although theories of King’s divine right was once popular in early modern era, it was rather short-lived. Even in the age of Absolutism, the newly arising Protestant churches of Luther and Calvin also offered definitions of the limitation of the temporal power by suggesting theories of ‘the two kingdoms.’ In addition, the unfolding political revolutions in the leading nations, which were most successful in imperialist expansion, put clear limitation on the scope of the spiritual authority the secular rulers could claim in the West. The Chinese secular rulers claimed themselves to represent the will of certain transcendent divine being from the earliest historical moments. This notion of divine agent role attains a higher level of theoretical formulatione when it was mixed with the metaphisical sophistication of the Confucianism. Thereby, the secular rulers of East Asia appropriated the divinity of the ultimate provider of morality and principles within the philosophical system of Confucianism. The essay explored into the variations as well as the common threads in the three societies of China, Japan and Korea. The Korean political thought up until the late nineteenth century remained clinging to the traditional system of thought assuming the heavenly connection of the secular political power. Jeong Yak-yong, a reformist Confucian theorist of the early nineteenth-century, was discussed in the essay as an examplar figure showing the tenacity of the traditional view on the nature of the political authority. The essay finds the first clue to the emerging new type of thinking in the writings of Yu Gil-jun in the mid-1890s, indicating the first step disengaging from the traditional political theology and moving forward to a modern species of political discourse.
