This study aims to analyze the perception of the stake-holders and to draw the implications for superintendent’s election system by the survey. According to the results of this study, the superintendent’s election turnout was very high and the knowledge of the superintendent’s election system was high. In 10 Superintendent’s election system, stake-holders prefered to residents directelection, limited direct elections and public offering. Through these findings and principles to create the need for system reform, this analysis show that the electoral system was to reform based on recognition and acceptance of stake-holders.
