한국은 수입대체산업화가 아닌 수출지향산업화(export-oriented industrialization)의 대표적인 성공사례이다. 과거와 달리 이제 ‘수출 진흥(export promotion)’은 대다수 국가의 일반적인 정책목표가 되고 있다. 그러나 아직 모든 개도국이 한국처럼 성공적인 산업화를 이루고 있다고 할 수는 없다. 왜 그런가? 수출 진흥이라는 인센티브의 부여는 그 자체가 초과 이윤(즉, 지대, rent)을 발생시키는 등 항상 모럴해저드와 자원배분의 왜곡 가능성을 내포하고 있다. 그렇다면, 수출 진흥이 성공적인 산업화로 이어지는 조건은 무엇일까? 기본적으로 수출진흥정책 그 자체가 제대로 입안되고 효과적으로 집행되어야 하겠지만, 수출진흥이라는 ‘보이는 손’에 의해 발생한 초과이윤을 다시 경제발전에 재투자시키는 국가의 규율(discipline) 행사가 필요조건으로 부가되어야 한다. 그동안 한국의 경제발전에 관한 많은 문헌들은 국가의 개입정책 중 계획과 진흥 정책들만을 중점적으로 다루었다. 이 연구는 한국의 산업화시기 박정희의 수출지향산업화의 쌍두마차인 ‘진흥’과 ‘규율’ 정책을 균형 있게 다루고, 구체적인 정책수단에 대해서도 논의하고 있다. 결론에서는 민주화와 세계화 이후 한국의 국가가 동원할 수 있는 정책수단은 축소되고 있으며, 특히 규율정책의 수단이 사라지고 있음을 지적하고, 민주화와 세계화 시대에 걸맞는 규율정책의 방향에 대해 논하고 있다.Korea is an exceptionally successful case of sustained rapid economic growth based on export-oriented industrialization from the mid 1960s to the late 1980s. Premised on the developmental state thesis, this article argues that the rapid industrialization in Korea was possible because of discipline-cum promotion policies, not of simple promotions. A larger surplus (or rent) was created by export-promotion policies including preferential policy loans and tax treatments and entry barriers (business license). In order to achieve higher growth, this ‘rent’ should be re-invested in the Korean economy. Thus, the Korean government imposed disciplinary policies such as export targeting, price controls,and even ban on conspicuous consumption by capitalists. However, since democratization and globalization, the feasibility and effectiveness of these disciplinary policies has declined significantly. Therefore, it is time that alternative disciplinary mechanisms should be devised. This article suggests policy directions to strengthen market discipline though a strictly impartial implementation of monopoly regulation and fair trade and to forge democratic coordination among the government, employers, and workers as seen in corporatist states in Europe.
