Recently the ethnic minority politics of voicing-out and self-empowerment has been undermined by hegemonic discourses and institutional practices, which are led by a series of governments’s multiculturalism policies. While multiculturalism as a phenomenon is a descriptive term rather than an analytic concept, multiculturalism as a policy is an institutional concept rather than a critical political instrument. Also, approached from the geographic perspective, the term ‘multicultural’ generates a certain border between inside and outside and differentiates each other. Subsequently, at a smaller geographic scale, it frequently homogenizes internal cultural differences. We therefore argue that the term could be a result of the scalar politics of representation. This paper examines the historical and transitional trajectory of the terms ‘race’ and ‘ethnicity’, and investigates how such terms have engendered, developed, and changed historically particular geographic knowledges.
