본 연구는 장애유아 보육시설의 교사를 대상으로 개별화교육프로그램(IEP) 운영 실태와 수행능력에 대해 분석해 보고자 하였다. P시․K도 지역에 위치한 장애전담 보육시설과 장애통합 보육시설 교사 221명을 대상으로 설문조사를 실시하였다. 연구 결과는 다음과 같다. 첫째, IEP의 실행에 있어서, 대부분 IEP를 실시하고 있는 것으로 나타났으나, 모든 장애유아 보육시설에서 IEP를 실시하고 있지는 않았다. 또한 절반 이상이 법에서 규정한대로 학기 시작 후 30일 이내에 IEP를 작성하고 있었다. 둘째, 보호자와의 협의는 대부분 이루어지는 것으로 나타났으며, 보호자의 의견이 대체로 IEP에 반영되고 있는 것으로 조사되었다. 하지만, 장애유아의 교육적 요구에 적합한 IEP를 위해 개별화교육지원팀의 구성이 아주 중요함에도 불구하고 개별화교육지원팀이 없거나 개별화교육지원팀을 구성할 때, 다양한 전문 인력을 포함하지 못하고 있는 것으로 나타났다. 셋째, IEP 구성요소 중 인적사항, 현행학습수준, 교육목표, 교육내용 등은 대부분 IEP에 포함하고 있으나, 교육방법, 특수교육관련서비스, 평가계획은 IEP에 포함하지 않는 경우가 상대적으로 많은 것으로 나타났다. 전반적으로 IEP 운영의 다양한 측면에서 연구대상 변인별로 차이가 나타났다. 넷째, 교사의 IEP 수행능력은 보육시설 유형, 장애유아 교육 경력, IEP 관련 연수 경험에 따라 차이가 있는 것으로 나타났다. 본 연구에서 나타난 결과를 바탕으로 장애유아 교육에서 IEP 실행에 대한 시사점을 제안하였다.The purpose of the study was to survey the IEP operating status and competency of teachers in the child care facilities. The subject was teachers who work at the child care facilities where young children with disabilities are included in P-city and K-do area. The questionnaires consisted of 32 questions for IEP operating status and 22 questions for IEP competency. The main findings were as follows. First, most teachers performed IEP for young children with disabilities. A few teachers who did not perform IEP replied that lack of knowledge is the main reason not to perform it. Second, more than half of the facilities did not have an IEP team. Although some facilities have an IEP team,they did not have a variety of professionals in it. Third, IEP elements such as personal information, current teaching level, educational objective, educational content were mostly included in the IEP. However, relatively few teachers included the elements such as educational method, special education related service and evaluation plan in the IEP. Fourth, significant differences on the level of IEP competency of teachers were found according to the type of day care facilities, teaching years of young children with disabilities and completion of IEP workshop. In the discussion, implication for IEP operating status and competency of teachers in the child care facilities for young children is suggested.
