이 연구는 교육복지우선지원사업 지원 인력들의 핵심 직무와 직무에 필요한 역량을 실무자 집담회, 심층면담, 설문조사 등의 방법으로 분석하였다. 직무분석 결과, 지역사회교육전문가의 핵심 책무는, 집중지원대상 학생을 발굴하고 지역 자원을 발굴·연계시키며, 이들의 사업 프로그램 참여 현황 및 변화 상황을 점검하고 이에 관련된 인력과 시설을 운영·관리하는 일로 나타났다. 프로젝트조정자의 핵심 책무는 지역 차원 교육복지사업 기반 구축, 지역 가용 자원의 발굴 및 연계, 지역공동사업 추진 등으로 분석되었다. 이러한 직무 수행을 위해 ‘이해’, ‘분석과 조직’, ‘네트워크’ 역량이 지역사회교육전문가, 프로젝트조정자 모두에게 필요한 것으로 드러났다. 한편 지역사회교육전문가에게는 프로젝트조정자와 달리 분석 및 조직 부문에서 ‘학생 서비스’ 역량이 요구되는 반면, 프로젝트조정자에게는 네트워크 부문에서 지역사회교육전문가에게는 요구되지 않는 ‘모니터링/컨설팅’ 역량이 요구되고 있다.This study analyzed core jobs and competencies of community-education specialists (CES) and project coordinators (PC) working for the Educational Welfare Priority Plan (EWPP), based on the results from group meetings as a Developing a Curriculum (DACUM) procedure, in-depth interviews, and on-line surveys. In this study, core duties for CES were identified as discovering target students, searching for and linking community resources, monitoring participation levels and progress, and managing staff and facilities. Core duties for PC were identified as building the community-based EWPP, searching for and linking community resources, and performing joint community projects. Also, core competencies for both CES and PC were identified as “understanding,” “analyzing/organizing,” and “networking.” Meanwhile, for CES, unlike for PC, “student service” was included in analyzing/organizing competencies. On the other hand, for PC, unlike for CES, “monitoring/consulting” was included in networking competencies.
