이 연구는 C대학교 평생교육원이 S군과 연계하여 운영하고 있는 학점은행제 임차시설 운영 사례를 분석하여 대학부설 평생교육원의 학점은행제 임차시설 운영 활성화를 위한 과제를 탐색해 보는 데 그 목적이 있다. 이에 이 연구는 문헌연구 및 면담조사 방법을 통해 학점은행제 임차시설 운영의 의미를 수혜자 차원과 공급자 차원으로 구분하여 논의하고, C대학교의 운영사례의 특성 및 운영 성과와 한계를 분석한 뒤, 이를 통해 학점은행제 임차시설 운영을 활성화하기 위한 과제를 제시하였다.
대학부설 평생교육원의 학점은행제 임차시설 운영이 활성화되기 위한 과제로 우선, 제도적 차원에서 표준교육과정 운영에 대한 대학의 융통성 보장, 농촌지역 연계 과정에 한하여 한 기관 최대 인정학점 제한 철폐 및 학점은행제 임차시설 운영 확대가 이루어져야 함을 제언하였고, 운영의 차원에서는 대학의 책무성 제고, 학습동기부여를 위한 대학의 배려, 지자체의 학습비 보조 및 예산 지원, 인접 지역 성인학습자에 대한 혜택 부여가 필요함을 제언하였다. 또한 후속 연구과제로 학점은행제 임차시설 운영을 통해 학습자가 어떻게 성장해 가는지, 그리고 지역사회는 어떻게 변화해 가는지 그 과정을 심층적으로 분석해 보고, 이 제도가 성공리에 지역에 정착하는데 영향을 미치는 요소들간의 관계를 찾아내는 이론적 연구가 이루어질 필요가 있음을 제언하였다.This study aims to explore tasks for activating operation of rented facilities for the academic credit bank system of a university lifelong education center by analyzing the case of University C, which is connected with County S. Based on the literature review and interviews, this study proceeds as follows. First, the study discusses the meaning of operating rented facilities for the academic credit bank system of a university lifelong education center at both the beneficiary and provider levels. Second, this study analyzes characteristics, outcomes, and limitations of the case of University C. And finally, based on the case of University C, this study suggests tasks for activating operation of rented facilities for the academic credit bank system of a university lifelong education center.
As the tasks for activating operation of rented facilities for the academic credit bank system of a university lifelong education center, this study suggests that the government has to guarantee universities the flexibility to adapt standard curriculum, remove the limit of credits that students can get from one institution, and permit education in rented buildings in the process of connecting with rural districts. Moreover, universities need accountability in quality management of education, and local governments have to financially support the management of education and help pay the education expenses of adults in the neighboring areas. Finally, this study suggests that further study is needed about improving the processes of learners and the community, and about relationships among factors that influence the successful operation of rented facilities for academic credit bank systems.
