현재 우리나라 국민연금제도의 모태가 되는 국민복지연금법(1973.12)은 유신정권에서 중화학공업화에 필요한 내자동원의 차원에서 경제기획원과 KDI의 주도로 입안 작성되었다가, 오일쇼크로 인해 경제여건이 악화되어 시행유보 조치되었다고 이해되고 있다. 본 논문은 위와 같은 기존의 이해를 반박하는 것은 아니나, 당시 관련 1차 문헌과 정책결정과정의 핵심 참여자의 증언을 토대로 국민복지연금제도의 도입과 시행유보 과정을 재구성하고 있다. 연구결과, 복지연금제도와 권위주의체제의 정책과정에 대해 다음과 같은 결론에 도달하게 되었다. 첫째, 복지연금제도의 도입이라는 대통령의 결단에는 중화학공업화를 위한 내자동원이라는 경제적 측면 뿐 만아니라 유신 후 첫 국민적 심판인 제 9 대 총선을 앞두고 복지사회의 청사진을 제시하고자 한 정치적인 고려도 작용하였다. 둘째, 유신시대 경제개발과정에서 경제기획원과 재무부 등 경제부처 사이에 협력 못지않게 경쟁과 견제가 상당했다. 셋째, 복지정책형성에 있어 경제기획원이 사회부처를 압도할 만큼 비대칭적인 지위와 정책능력을 보유하고 있지는 못했으며, 상호 대등한 수준의 경쟁관계였다. 넷째, 복지연금법의 시행유보는 오일 쇼크라는 경제환경적 측면보다는, 복지연금제도가 애초 기대와는 달리 내자동원 효과는 크지 않게 되었고, 북한과의 체제경쟁 차원에서 연금보험료라는 사실상의 직접세를 부가할 수 없다는 정치적 고려가 크게 작용하였다. 다섯째, 최고 권력자인 대통령의 의중은 정책향배에 가장 결정적인 영향을 미치나, 유신과 같은 권위주의체제의 대통령이라할지라도 제도화된 사회이익과 여론의 동향에 민감하게 반응한다는 점이다.This study revisited the policy process of legislation and reservation of the National Welfare Pension Scheme(NWPS), relying on relevant primary documents and interviews with then key policy makers. Although this study does not challenge conventional wisdom that the National Welfare Pension Scheme, the mother law of the present National Pension Scheme, was conceived by the EPB and KDI to mobilize domestic capital necessary for heavy chemical industrialization and that the implementation of the NWPS was soon reserved because of an economic crisis as a result of the 1973 oil-shock, this study presents somewhat revisionist findings and interpretations about the decision-making process.
First, then President, Park Chung Hee's decision of pension induction was influenced not only by economic factor such as the mobilization of domestic capital but also by political factor for the ninth general election that was the first election since the imposition of the authoritarian Yushin regime. Second, there was more competition than cooperation between the Economic Planning Board(EPB) and economic departments such as the Ministry of Finance. Third, the EPB was not more influential than social departments in the pension policy making. Fourth, the deferring of the implementation of the NWPS was influenced not only by the economic recession following the oil-shock but also by political factor that the government could not levy pension contributions as direct tax because of competition with North Korea in which income tax was schedule to be abolished in 1974. Fifth, although president was the most powerful actor on decision-making, he had to be responsive to institutionalized social interests and public opinion.
