In this paper, we extract car plate area using four sorts of color models for effective recognition of car plates. And we separate letter and figure area of car plates using vertical histogram and Horizontality histogram. Finally, we exactly recognize separated letters and figures of car plates using proposed Hippocampal Synapse Algorithm.
