Culture is an essential element of European integration and contributes to the affirmation and vitality of the European model of society and to the Community's influence on the international scene. With a view to meeting the weeds of cultural dimension in the Eu, the community has to take cultural aspects into account in its action under provisione of the Treaty in particular in order to respect and to promote the diversity of its cultures.
This paper aims to re-evaluate how the EU introduced the cultural policy at the Community level and what are the pending issues nowadays. In contrast to the Community's cultural policies, the cultural policies of France, Sweden and USA will be also examined. We can derive the determining factors of the cultural policy from these 3 countries' case study. Finally, from the experience of the EU's cultural policy, we will try to elaborate the way to cooperate between Korea, Japan and China at the cultural level.
