국가수준 학업성취도 평가는 우리나라 교육수준을 진단하고 적절한 교육정책의 수립을 위한 유용한 정보를 제공하여왔다. 특히 교육자료의 중요성이 강조되면서 대규모 교육조사의 표집방법과 산출결과의 유용성은 지속적인 관심의 대상이 되어왔다. 이 연구의 목적은 우리나라 국가수준 학업성취도 평가의 표집규모 변화와 학교 분산 수준에 따른 표본 추정치의 정확성을 평가하는 것에 있다. 구체적인 예시를 위하여 2006년 국가수준 학업성취도 평가의 고등학교 1학년 표집방법에 근거하여 현행 3% 표집, 가설적으로 확대된 6% 표집규모에 따른 전국 평균 표집오차와 시도교육청 평균 표집오차의 비교 결과를 분석하였다. 또한 국가수준 학업성취도 평가의 향후 개선을 위한 제안점을 논의하였다.The National Assessment of Educational Achievement (NAEA) has diagnosed the trends of educational achievement and provides useful information for future national educational policy. Also researchers and policy decision makers as well as publics are interested in sampling methods and statistical accuracy in large-scale educational data. The purpose of this study is to evaluate the effect of sample size and sampling methods on accuracy of statistical estimation in terms of sampling errors. For practical demonstration, results of current 3% sampling and hypothetical 6% sampling for 10 grades of NAEA were simulated and compared. Some issues and suggestions for NAEA were discussed.
