한국의 대외원조가 가진 문제점 중 하나는 지나치게 많은 나라에 원조를 제공하고 있다는 점이다. 국제사회와 기존 연구들은 원조효과 제고를 위해 중점지원국을 선정하여 재원을 소수 국가에 집중할 것을 권고하고 있다. 중점지원국의 합리적 선정을 위해서는 명확한 선정기준과 엄밀한 방법론이 필요하다. 본 논문은 농업부문을 예시로 이용하여 분야별 중점지원국의 체계적 선정에 필요한 하나의 방법론을 제시하고자 한다. 본 논문은 원조재원의 배분과 관련하여 다음과 같은 점에서 새로운 기여를 하고 있다. 첫째, 지금까지의 연구와 국제사회의 논의를 바탕으로 원조재원의 국가별 배분에 어떤 기준들이 고려되어야 하는 지를 시험적으로 제시하였다. 둘째, 각 선정기준을 평가하는 데 사용될 수 있는 객관적 지표들을 예시했는데, 다른 분야에서도 유사하게 활용될 수 있다. 셋째, 다양하지만 유사한 지표들이 다수 사용되었을 때 통계학적으로 적절하게 가중치를 배분하는 방법을 제시하였다.Korea's foreign aid allocation has been criticized to be inefficient due to its provisions to too large numbers of developing countries. Previous studies and international organizations such as DAC equally advise Korean government to concentrate its aid resources on a small number of core recipient countries. The rational determination of core recipient countries requires clear criteria and a precise methodology for the selection. This study aims to suggest a methodology for systemic selection of core recipient countries, taking a agricultural sector as an example. This study is novel in three points: to suggest criteria for aid allocation across countries based on previous studies and international discussions, to illustrate quantitative indicators to reflect the criteria and be possibly applied to other sectors, and to provide a methodology to calculate weights of the indicators.
