이 논문은 방송콘텐츠산업의 중요한 인력비중을 차지하고 있으나 전혀 연구가 진행되지 않고 있는 분야인 방송채널사용사업(Program Provider, 이하 PP)의 인력에 대한 연구로서, PP 산업을 통해 발생한 고용 효과를 두 가지 측면에서 분석하였다. 하나는 경력직 이동을 통한 ‘인력순환 효과’이며, 다른 하나는 신규인력의 유입을 통한 ‘신규 고용창출 효과’이다. 이러한 두 가지 측면의 고용 효과가 PP 사업자의 특성(자본규모, MPP 대 독립 단일채널 PP, 계열 PP 대 비계열 PP)에 따라 어떻게 차별화되는지를 분석하였다. 일반적으로, 자본규모나 조직규모가 큰 PP들이 경영성과에서는 우수하나 그 외 수용자 복지 성과 등의 차원에서는 별 차이가 없다는 선행 연구결과가 있기 때문에, 본 연구에서는 고용 효과의 측면에서 PP간 차이를 알아보고자 한 것이다. 분석 결과, 첫째, PP 산업의 고용창출효과는 그 상당부분이 신규 고용창출이 아닌 경력자 채용에 기인한 것이어서(정규직 채용의 72%) 주로 인력순환 효과에 해당함을 알 수 있었다. 둘째, 다중회귀분석을 실시한 결과, 신규 고용창출 효과는 경제 채널을 운용하거나 최근 방송시장에 진입한 신문사 계열 PP 집단에서 가장 뚜렷하게 발생한 것으로 나타났다.
이러한 분석결과는 과거 5년간 PP 인력의 증가 추세를 감안할 때 PP 산업이 일자리 소멸을 가져오지 않고 지속적인 고용 효과가 발생하는 부문임을 보여준다. 하지만 이와 더불어, 국가적 차원에서 방송콘텐츠 인력의 수급을 체계적으로 관리할 필요성, 특히 신규 고용창출을 활성화하기 위한 정책방안을 마련할 필요성이 있음 또한 시사하고 있다.In recent years, the size of the workforce in the field of PP of the TV industry has significantly increased. Using the 2011 PP employment data, this article analyzes the employment effect of the PP sector in two terms : 1) the workforce circulation effect due to the turnover of experienced workers from previous companies to others, and (2) the genuine job creation effect due to hiring inexperienced young workers. in particular, we investigated how different characteristics of PP business(e.g., capital size, whether or not being a subsidiary of a multimedia business group) were associated with each of the two types of the employment effect.
Our analysis yielded several findings. First, most of the employment in the PP field came from hiring of experienced workers, not fresh young workers. During 2012, more than 70% of those who got permanent jobs were experienced workers, thus suggesting the workforce circulation effect. This percentage, even though a “project-based job” became a trend in various fields of the content industry, seems inordinately high. Second, in terms of the number of those newly employed during 2011, the PP firms affiliated with media companies(e.g., newspaper companies, free-to-air broadcasters or pay-TV service providers), on average, hired workers 3 times more than other PP businesses. However, in terms of the number of inexperienced workers newly hired in the same year, the gap between the affiliated PP firms and others became far smaller, except for the newspaper-affiliated PP firms. Third, the results of a series of multiple regression analyses showed that, among various types of PP businesses, those affiliated with newspaper companies were most aggressive in hiring young inexperienced workers. However, since the number of newspaper-affiliated PP firms was small, non-affiliated small PP companies as a whole contributed mostly to the net job creation effect.
These findings suggest that the PP field has potentials of generating a steady job creation effect in future. However, given the imbalance between the employment of experienced workers and that of inexperienced workers, the government needs to monitor the employment patterns in the PP labor market, and to consider an action for the purpose of encouraging big PP companies to hire more young fresh workers.
