The purpose of this study was to investigate the problem of the management realities of deserted buildings through the analysis of realities and present situation of buildings deserted due to the suspension of construction in Kangwon-do Province and present the scheme for their improvement from a legal and institutional perspective. An attempt was made to conduct theoretical investigation and content analysis through previous studies and bibliographical data. Based on this, it elicited the problem of the management realities of current deserted buildings and presented the scheme for legal and institutional improvement of deserted buildings on the basis of the elicited problems. Analytical data included the ‘Management Register of Buildings Deserted due to the Suspension of Construction’, the inside data of Kangwon-do Provincial Office with the end of Dec, 2012 as the basis and the media articles related to the buildings deserted due to the suspension of construction over the 10-year period between Jan, 2000 and Jan, 2011, of the collected news articles related to the deserted building published by the National Commission on Architectural Policy attached to the president on May, 2011.
This study has its suggestion in that it presented the scheme for improvement of buildings deserted due to the suspension of construction by analyzing their present situation in the Kangwon-do Province not systematically identified up to date, the realities of their management and their related news articles
