본 논문은 2012년 1학기부터 새롭게 시행되는 국가장학금사업의 구안과정에서 제기된 다양한 쟁점들의 논리를 분석함으로써 동 사업의 근거 및 내용을 이해하고, 향후 국가장학금사업의 발전방향을 탐색하는 데 목적이 있다. 이를 위해서 먼저 대학재정 및 등록금·장학금 현황을 제시하였다. 이어, 신규 국가장학금사업을 설계하는 데 있어서 제기된 다양한 쟁점들을 파악하고, 각 쟁점별 시행방안의 근거 및 내용을 제시하였다. 마지막으로, 분석 결과를 토대로 국가장학사업의 발전방향을 제시하였다. 연구방법으로는 국가장학금사업 설계과정에서 청와대, 정부 여당 및 정부 부처, 국회, 대학, 장학재단 등의 관계자들과의 면담 및 협의회 참여, 동 사업 추진 관련 정부 문헌자료 분석, 대학알리미 DB를 활용한 통계분석 등을 실시하였다. 신규 국가장학금사업의 주요 쟁점은 사업유형별 재원 비중, 대학 경유 지원방식, 지원 대상, 학생의 소득분위 산정방법 및 지원금액, 대학의 자구노력 산정방법 등이며, 각 쟁점에 대한 이해관계자들의 심층적 검토와 의견수렴의 결과가 사업의 시행방안에 반영되었다. 결론적으로, 국가장학금 사업을 통해 달성하려는 등록금 인하와 대학의 구조조정의 효과가 대학교육의 질 저하로 이어지지 않아야 하고, 국가장학금사업 지원 대상 선정 기준과 관련하여 지속적인 개선이 필요하며, 국가장학금 사업을 계기로 고등교육 재정 투자 규모와 지원 방식에 대한 사회적 논의가 보다 활발히 진행되어야 할 것이다.The purpose of this study is to understand the basis and contents of the National Student Aid Program begin at 1st semester 2012 and explore developmental suggestions by analysis the issues raised in designing this program. First, we analysed the current status on finance and tuition/scholarship of universities. Second, we indicated the various issues that had brought up in planning the National Student Aid Program and presented the basis and contents by the issues. Last, we proposed developmental suggestions on the National Student Aid Programs based on the results of our analysis. To this study, we interviewed and participated in several conferences with various stakeholders from the Blue House, the ruling party, the government, the National Assembly, the universities, and the Student Aid Foundation. And we also used the statistical data or internal documents of the government related to this program. The main issues of the National Student Aid Program are about budget portion of by program types, a way of conduit to students, a qualifications of recipients, a method on students' income level, voluntary measures by universities to save themselves. The proposal on the National Student Aid Program is based on the results of in depth reviews and extensive opinions from various stakeholders. In conclusion, The effects on tuition cuts and restructuring to universities should not entail low quality of higher education. We continuously need to improve qualifications of recipients and actively discuss a amount of government investment as well as a way of support.
