본 연구에서는 루즈벨트 정부하에서 입안·추진되었던 금융 뉴딜이 루즈벨트(FDR)의 뉴딜의 성격을 특징짓는 핵심요소라고 보고 그것의 구체적 내용과 그것의 21세기 현대적 의미를 집중적으로 살펴보았다. 우선 2절에서는 루즈벨트 대통령 하에서 뉴딜정책을 제안했던 주요 정책자문그룹인 터그웰 중심의 브레인 트러스트, 브랜다이스를 중심으로 한 반독점 제퍼슨주의자들, 글래스를 중심으로 한 관료적 개혁세력의 핵심적인 정책방향과 개혁논리를 비교·평가했다. 다음으로 이것이 30년대 뉴딜 정책의 전개과정에서 어떻게 실현되었는지를 살펴보았다. 브레인 트러스트의 뉴딜개혁이 해가 갈수록 주변화되는 대신, 브랜다이스 중심의 반독점 제퍼슨주의자들이 증권=자본시장개혁에서 주도적 역할을 했으며 글래스 등의 금융관료 중심 자문그룹들이 은행부문개혁과 연준개혁을 주도적으로 추진했다.This study examines financial reform policies in the Roosevelt Administration’s New Deal, enacted in the U.S. since early 1930s. The financial reform policies, as the core of the New Deal, have greatly contributed to forming the basis of the financial structure in the contemporary America. That is the reason why this study highlights the contents and role of the financial New Deal. The critical upshot of this research is as follows: The financial New Deal should not be characterized as a means of financial repression following the Great Crash. Instead it functions as a crucial mechanism of restoring the confidence in the financial and capital market and expanding the financial market eventually in the U.S.
