이 글은 토크빌의 정치이론을 통해 80년대 한국의 민주화 운동을 살펴보려한 논문이다. 그것은 크게 두 부분으로 구성되어진다. 첫 번째 부분은 토크빌의 공화민주주의론에 대한 서술로 구성되어 있다. 프랑스 혁명과 미국의 정치제도를 비교, 분석하면서 토크빌은 평등과 자유의 조화를 강조한다. 자유에의 열정과 평등에의 열정이 조화를 이루지 못할 때 후자는 전제주의에 몸을 내맡길 위험이 있으며, 프랑스 혁명 이후의 역사가 그것을 반증하고 있다. 두 번째 부분은 대한민국의 80년대 민주화 운동의 경험을 분석한다. 토크빌의 눈을 통해서 한국의 80년대 민주화 운동을 본다면 그것은 자치와 참여의 공간이 부재한 가운데 자유보다는 평등에의 열정이 과도했던 시기라고 볼 수 있다.민주주의는 살아 움직이는 생물과도 같은 것이며, 그 속에서 평등에 대한 열정은 민주화를 가져오는 가장 중요한 원동력이라 할 수 있다. 그러나 그 평등의 열정이 과도해 질 때 문제가 발생한다. 평등을 이루기 위해서는 전제주의에도 몸을 던지는 것이다. 독재를 무너뜨리고 평등을 구현하기 위해 또 다른 독재와 손을 잡는 것이다. 이것을 제어할 수 있는 것은 자유라고 토크빌은 보았다. 그 자유는 자유방임적 자유가 아니다. 자신의 공동체를 스스로 통치하는 가운데서 몸에 익힌 자존적 자유이다. 이러한 자유와 평등이 같이 할 때만이 민주주의는 자신의 길을 갈 수 있으며 그것이 공화민주주의인 것이다.This paper examines the korean democratic movement in 1980s through the political theory of Alexis de Tocqueville. It consists of two parts. Firstly, it describes mainly republican democratic theory of Tocqueville. He focuses on the harmony between freedom and equality. Without it, a ungovernable passion for equality might convert itself to totalitarianism. The history of french revolution proved it. Secondly, this paper analyses an experience of democratic movement of Korea in 1980s. Seen through the eyes of Tocqueville, the democratic movement of Korea overemphasized equality rather than freedom. This could be resulted from absence of experience of self-government and participation.
Democracy is supposed to be a living animal, the soul of which is the passion for freedom and equality. But a balance of these two elements has to be kept. If the passion for equality becomes immoderate, it could go hand in hand with a totalitarianism in order to destory another totalitarianism. It is only the freedom that can prevent such a dangerous possibility. This freedom is a self-respectful freedom which can be learned by self-government of one's own community. The democracy can keep it's own way only when this kind of freedom and equality are in harmony. The republican democracy can come true in that case.
