경찰과 범죄간의 관계는 지난 1970-80년도에 미국에서 경찰학의 이론 및 경험적 연구의 발전을 이끌고, 다양한 정책적 논쟁을 유발한 경찰학의 고전적인 주제라고 할 수 있다. 일반적으로 경찰과 범죄간의 관계는 억제이론에 의하여 경찰력의 강화가 범죄를 감소시키는 일반적인 관계에 초점이 맞추어졌다. 그러나 이러한 억제이론적 견해는 많은 경험적 연구들에 의하여 지지되기도 하였고 비판 및 반박되기도 하였다. 이 연구에서는 경찰과 범죄간의 관계에 대한 다양한 이론적 논의들을 살펴보고, 우리 사회의 경찰과 범죄간의 관계에 대한 상호결정적 효과를 분석하고자 한다.
이 연구에서는 경찰과 범죄간의 상호결정관계를 파악하기 위하여 동시성과 더불어 시차(time lag)를 고려하여 인과관계를 구성하고자 하였다. 즉 경찰력이 범죄에 미치는 효과는 억제이론에 근거하여 동시적 효과로 설정하고, 범죄현상이 경찰력의 증감에 미치는 영향은 사회정치적 과정을 고려하여 시차적 효과로 설정하여 분석하였다. 경찰과 범죄간의 관계에 대한 분석에 사용된 자료는 1964년부터 2005년까지의 전국 단위의 경찰인원과 범죄발생건수로 파악하였다. 이 연구에서는 분석자료가 시계열자료라는 점을 고려하여 관찰값간의 자기상관관계를 고려한 ARIMA분석모형을 시도하고자 한다
분석결과, 자기상관을 고려하지 않은 회귀분석에서는 경찰력과 범죄율간의 각각 높은 정(+)의 관계로 나타났다. 그러나 이러한 회귀분석의 결과는 경찰력이나 범죄율이 시계열자료이고 시계열자료가 지니고 있는 자기상관을 고려하지
못하고 있기 때문에 회귀분석결과를 그대로 이론적 주장을 검증하기에는 무리가 있다고 할 수 있다. 그러한 문제를 보안하기 위하여 시도된 시계열분석에서는 회귀분석에서 나타난 강한 관계는 사라지고 경찰력과 범죄간의 상호 인과관계는 없는 것으로 나타났다. 단지 전체범죄의 발생률이 경찰력의 증가에 미약하게나마 영향을 미치는 것으로 나타났을 뿐이다. 우리 사회에서 경찰과 범죄간의 직접적인 관계는 거의 없다고 할 수 있다.The purpose of this study is to analyzes the relationship of police and crime in Korea by examining the annual rates of crime from 1964 to 2005. We tries (1) to review the annual trends of police and crime in our nation, (2) to examine the relationship of police and crime. These analysis are based on current official crime rates. The data that we have analysed here were obtained from official crime statistics, 'Analytical Report on Crime', which is published quarterly by the Supreme Public Prosecutor's Office, and 'Police Annual Statistics', by Korean National Police Agency in Korea. To analyze the time series data on the years 1964 to 2000, we sued the ARIMA(Autoregressive integrated moving average model) analysis. The model(1) included police force(t) as an exogenous variable, and crime rate(t) as endogenous variables, and the model(2) included crime rate(t) as an exogenous variable, and police force(t+1) as endogenous variables. Crime rate refers to estimates of total crime, larceny, burglay-robbery, fraud, violence, and rape event per 100,000 person, and police force to police number per 100,000 person.
According to deterrent theory, the police activities contribute to reduce crime rates. This results is not supported deterrent theory.
In this study, we has reviewed the relationships of police and crime trend in our society since 1964. And we wish this study to contribute to the understand and explanation of police and crime phenomenon in our society. From our study, it is implied that future research should attempt to develop a more refined model on the relationship between police and crime rates, and to elaborate the measures on the major concepts and analysis methods.
