이 글은 지난 20세기 전반기 한국이 경험한 식민지 언어현상을 ‘통역체제’라는 틀에서 재구성하기 위한 시론적 성격의 글이다. 이중언어의 상황을 타개해야 했던 것은 식민지 원주민이라기보다는 우선은 식민지 지배자였음에 주목하였다. 그것은 조선총독부 및 소속관제에 ‘통역관’과 ‘통역생’ 배치에 관한 규정 그리고 통역겸장에 관한 규정 등을 두는 것으로 나타났다. 특히 ‘통역’ 업무가 필요한 기구는 식민지 원주민을 일상적으로 대면해야 하는 제도들로, 재판소와 형무소, 경찰, 병원 등이었다. 이와 같은 제도적 공간은 지배가 어떻게 ‘언어’를 매개로 하여 관철되는지를 잘 보여준다.
한편 경찰의 경우 갈수록 통역만을 하는 직책을 두지 않고서도 업무처리를 할 수 있을 정도로 이중언어자가 점증해갔다. 또한 교수용어를 일본어로 삼은 보통학교교육의 점증적 증가와 경제생활에 있어서 일본인과 조선인이 함께 하는 생활영역의 증대는 이중어 구사자들을 증가시켰는데, 이것이 식민지를 광범위한 통역체제로 형성시키는 주요한 요인 중 하나였다. 또 다른 형태로 통역이 내재화되어 있는 학교와 같은 공간이었다. 종족인 내선공학이 식민지 시대에 걸쳐 유지되었지만, 교수용어 및 학교에서의 용어가 일본어로 강제되었다. 한편으로 교회와 극장과 같은 동족공간에는 동족언어의 사용이 허용되었다. 이처럼 특정한 공간에 있어 제도적, 관습적 언어규범을 세밀화, 정책화시켰던 중요한 계기 중 하나가 3.1운동과 그 이후의 문화정치라고 할 수 있다. 그 이후 ‘조선어’에 의한 지배가 적극 고려되었기 때문이다.This paper is a essay to reconstruct linguistic phenomenons of the colonial Korea to a framework of the interpreting system. It were not the colonial natives but not rulers from Japan what should have resolved bilingual situation, which was appeared in the regulations defining a assignment of “interpreter of the high official rank”(通譯官) and “interpreter of the low”(通譯生) in the Japanese Government General of Korea and control system belonging to it, and of the additional post of interpretation. The apparatus to need “interpretation” were the systems for example a court, a prison, a police and a hospital which couldn't help confronting with the colonial natives everyday. The verbal contact between natives and the colonial officers at institutional spaces of those apparatus shows well how control to be accomplished by a media of “language.” As bilingual policemen got increased, the colonial police system was able to do the execution of their own tasks without interpreters tasking only interpretation. The cumulative increasing of primary education system and the expanding of living territory shared by Japanese and Korean particularly in the economic sphere were main causes of producing bilinguals. Interpreting act was inherent in all the colonial school including that for Koreans forced by Japanese as the national language by being provided in the law in teaching and school life. As we know, the Government General maintained in fact the segregation policy of Koreans and the Japanes in primary and middle school education throughout the colonial period, while arrowed a speeching Korean as “same language” in church and theatre as spaces for “same race”, but these spaces were under policemen present surveillance. As such, decisive moment of stipulating in detail specific institutional and legal norms in certain spaces is the 1st March Independence Movement at 1919 and “the Cultural Politics”(文化政治) called the idea of changeovers in the ruling policies of the colonial Korea since 1920, for the colonial government started actively to seek and realize the ruling by “Korean Language” through different policies at that time.
