This paper reviews hierarchical relationships as diglossia between Japanese language and Joseon language at the time by considering the space partition and integration of Japanese language/Joseon language and politics of simultaneous serialization of the lecture of National language/Joseon language inside public -oriented media called Shinsidae(New Age) published in the first half of 1940s and further, examined an aspect of phase strengthening mechanism of Japanese language as a national language. The more the media called Shinsidae(New Age) strengthen the authority and phase of Japanese language as a national language, the more Joseon people supposed as its readers became hierarchical socially?sexually, and there existed a paradox that it made most Joseon people who would live in the first half of 1940s in the process become existences located in a domain of ‘linguistic state of exception’. The diglossia situations between Japanese language/Joseon language in the first half of 1940s could be maintained amid the strategy that continuously denies existences located in this linguistic state of exception as well as mass-produces. And the issue on who rightly decides this ‘linguistic state of exception’ was located in the core of a mechanism of securing of authority and strengthening of a phase of Japanese language as a national language at the time.
