The support for the young people called as NEETs (Not in Employment, Education or Training) has recently started to draw attentions of scholars. While some works have attempted the classification of NEET through statistical analysis, research regarding classifications through qualitative analysis on their actual difficulties experienced in the labor market is rare. In this paper, the authors aim to classify NEETs through the analysis of the young job seekers' experiences in and out of the labor market. Data were collected by semi-structured interviews with twenty participants who had or have experienced the condition of NEET in the labor market.
Based on the data, authors elicited four critical factors - job preference, attitude toward work, reason of unemployment, and the criteria for job choice - which influence young people to shift toward the condition of NEET. As results of complex interactions of these factors, four distinctive types of NEETs were drawn - introvert, dreaming freeter, career immature, and exam-taker. While Introvert type shows that the withdrawn personality influences people to limit their job choices extremely, dreaming freeters struggle to seek their place in the labor market in unconventional ways and their job choices seriously depend on the possibility of self-actualization. While career-related resolution and plan are largely lacked in the career immature type, exam-takers place emphasis on the job stability, hoping to achieve it through the exam success, a narrow path. These findings imply the importance of the tailored supports and intervention plans for each type of NEETs.
