음주운전은 교통사고의 유발 가능성이 높고, 사고피해의 정도가 심각할 수 있어 운전자 자신 및 피해자에게 중대한 신체, 생명, 재산상의 손상을 입힐 가능성이 높기 때문에 우리 사회에서 중요한 사회문제의 하나로 다루어지고 있다. 이 연구에서는 억제이론, 학습이론, 그리고 자기통제이론에 근거하여 우리 사회의 음주운전에 영향을 미치는 요인에 대하여 살펴보고, 그에 대한 정책적 함의를 논의하고자 한다.
이 연구에서 사용된 자료는 2004년 한국형사정책연구원에 의하여 서울시에 거주하는 남녀 자가운전자를 대상으로 설문조사하여 수집한 자료이다. 이 분석에서는 조사된 1,007명 중에서 여성과 비음주자를 제외한 남성 642명을 분석대상으로 삼았다. 개인의 사회적 요인 및 심리적 요인 등이 음주운전에 미치는 영향을 분석하기 위하여 상관관계와 회귀분석을 사용하였다.
분석결과는 범죄이론에 따른 개별적인 상관관계 및 회귀분석에서는 각각의 이론적 주장이 지지되는 것으로 나타났다. 자기통제력이 높을수록, 음주운전에 대한 차별적 접촉 및 우호적 정의가 강할수록, 그리고 음주운전에 대한 공식적 억제력 및 비공식적 억제력이 높을수록 음주운전성향이 약한 것으로 나타났다. 그리고 음주운전에 대하여 억제이론이 학습이론이나 자기통제이론에 비하여 상대적으로 설명력이 높은 것으로 나타났다.The purpose of this study is to theoretically review and empirically analyze the drunk driving(DD, or driving under the influence of alcohol(DUI), alcohol-impaired driving) in Korea. According to deterrence theory, social learning theory, and self-control theory, we try to test these major theoretical hypothesis.
The data used in this study are drawn from a self-reported survey conducted in Seoul in 2004 by Korean Institute of Criminal Justice. The sample consists of a total of 1.007 drivers, ages 20-66 years old, but in this study we analyse only the drivers who reported at least some drinking during the last year(n=642). We try to measure self-control by 6-items reflecting the tendencies of cognitive aspects such as impulsivity, simple tasks, risk seeking, physical activity, self-centered, and temper. And we measure the differential association of peer who was approval on drinking-driving and respondent's definition on drinking-driving based social learning theory, and formal deterrence of criminal justice system, informal deterrence of social sanction by deterrence theory. Drinking-driving is measured for perceived likelihood drinking and driving in future. To examine the effect of sociodemographic factors and cognitive factors on drinking-driving, we used correlation and regression analyses.
Major findings of our analyses are as follows. Respectively, respondent's self-control, differential association of peer and own definition, and formal/informal deterrence were associated with drinking-driving. These results discussed in terms of their politic implications that formal punishment by criminal justice systems is effective to reduce the drinking-driving, and also social sanction programs and the public campaigns/educations designed to reduce drinking-driving is necessary and more effective.
