본 연구는 우선 식민지시기 일본인들이 조선시대의 어구 어법 중에서 예외적으로 적극적이고 또 가장 발달하였다고 판단한 망선 어업을 역사적으로 실증하고 식민지 시기 변화과정을 살폈다.
기존의 연구는 망선어업을 중국의 풍망 어업을 모방한 것으로 치부하는 경향이 있다. 그러나 본 연구는 현지연구를 통해 망선 어업이 조류가 강한 곳에 설치되는 안강망이나 중선망과 달리 조류가 약한 곳을 중심으로 1920년대까지 서해안에서 광범위하게 사용되었음을 실증했다. 또 역사자료를 통해 망선망이 조선시대 후릿그물(揮羅網)로 분류되었으며 늦어도 18세기 중반부터 한반도에서 널리 사용되었음을 논증했다. 중국과 일본자료를 통해 망선어업과 유사한 중국의 발해풍망어업이 1930년대 이후 쌍선어업에서 변화한 것임을 보여주었고, 이를 통해 망선어업이 조선의 고유한 어법일 수 있음을 보여주었다.
식민시기 이후 기존의 어업연구에서 망선 어업 등 이른바 선망 어업의 중요성을 간과하게 된 데에는 식민시기 일본인 연구자들이 일본과 다른 방식으로 발전한 조선의 어업을 이해하지 못했던 데 기인하는 바가 크다. 본 연구는 망선망이 조선시대 揮羅網[후리그물]로 범주화되었다는 점을 밝혔다. 그러나 식민지 초기 조선과는 상이한 환경과 사회문화 체계를 가진 일본 연구자들은 자신들의 어구 분류체계 속에 조선의 어구인 揮羅網을 적확하게 분류할 수 없었다. 그들은 물고기를 후려서 잡는다는 넓은 의미의 후리그물을 육지에서 그물을 당겨 잡는 어로방식인 지예망이란 매우 좁은 범주로 이해했다. 이와 함께 본 연구는 한국어업과 어촌에 대한 가장 이른 시기에 쓰인 체계적인 조사보고서로 평가되는 『韓國水産誌』 역시 현지연구에 비추어 재검토가 필요하다는 점을 지적할 것이다.
20세기에 들어 망선어업은 점차 쇠퇴하기 시작했다. 충남 서천군 서면 일대의 망선 어업자들도 점차 일본에서 개발된, 보다 깊은 바다에서도 조업이 가능한 안강망 어선으로 어업형태를 바꾸기 시작했다. 이와 같은 변화에는 망선으로 조기잡이가 가능한 어장이 제한되어 있었고, 제한된 어장에서 조기 수가 감소했으며, 다수의 노동력을 필요로 하는 망선망은 노동생산성이 떨어졌기 때문이다. 그리고 가장 근본적인 원인은 조기와 함께 주요한 어획 대상이었던 청어가 더 이상 서해로 회유하지 않게 되었기 때문이다.
요컨대, 본 연구는 어업사적 과제에 세 가지 시사점을 던져준다. 첫째, 20세기 초반까지 서해안에서 이루어진 대형 어선어업의 실체를 실증적으로 규명했다. 두 번째, 본 연구가 문헌연구를 통해 대형 어선어업이 늦어도 18세기 중반 이전부터 나타났다는 점을 제시했다. 마지막으로 본 연구는 기존의 많은 연구들이 공통적으로 가지고 있는 전제, 즉 조선시대 어업이 연안어업에서 벗어나지 못했다라고 하는 견해를 반박하고, 일본과 다른 방식으로 이미 이른 시기부터 근해어업, 洋中어업으로 발전되었다는 점을 주장했다.The aim of this study is to verify the historical existence and process of Net-ship, that was evaluated as exceptionally positive and most advanced fishery by Japanese researchers in the early Japanese colonial period. Although earlier studies in Korea underestimated it as no more than imitated fishing gear from Chinese, this studies demonstrated that it had been used widely around western seas with the weak tidal current at least from the mid 18th to the early 20th century.
Furthermore considering that the Wind-net in Chinese Bo-Hai sea, very similar to Korean appeared after 1930s, Net-ship can be the unique fishing gear of Joseon Dynasty’s own. Andn earlier severe underestimation of Net-ship resulted from the misunderstanding of Japanese researchers. They could not categorize Net-ship as purse seines because Joseon’s people called it Round-up Net(揮羅網) that Japanese categorized only as Dragging-net(地曳網). Fundamentally they did not understand the Middle sea fishery(洋中漁業) that developed peculiarly in Joseon dynasty.
Net-ship had declined after the early 20th century and was replaced by stow nets on anchor because of the low labor productivity and the decrease of available fish, especially the disappearance of Pacific herring migrating to western sea.
This study has three important implications in the historical studies of fishery and fishing culture. First, it verified that a huge fishing ship had been operated until the early 20th century. Second, it demonstrated that it began to be used widely at the least before the mid 18th century by historical records. Finally I objected the major premise that many scholars have shared, that the fishery during the late Joseon dynasty could not break away from inshore fishery because of its vulgar level of fishery technology. On the contrary, I insisted that it advanced to the offshore and the so called Middle sea fishery from very early stage.
