이 연구는 태국-미얀마 국경지역의 미얀마 난민들을 대상으로 하는 NGO의 활동을 실질적으로 관찰하고 참여하면서 지구시민사회의 성과와 한계를 살펴보았다. 난민은 국경을 넘어 다른 국가에 살고 있는 자들로서 근대국가체계에 기반을 둔 거버넌스의 틈과 한계를 보여주는 대상들인데, 지구시민사회는 근대국가가 관심을 두지 않는 그 틈에 적극적으로 개입하면서 초국가적 거버넌스가 어떻게 실현되고 있는지를 보여준다.
이 연구가 파악한 지구시민사회의 성과는 다음과 같다. 첫째, 지구시민사회는 난민들의 물질적 복지를 책임진다. 이 지역에서 활동하는 NGO들은 난민사태에 대응하여 난민구호레짐을 형성하며 체계적으로, 조직적으로 난민들의 물질적 복지를 증진한다. 둘째, 지구시민사회는 계몽의 역할을 하며 지구시민을 양성하는 역할을 한다. 셋째, 지구시민사회는 지구적으로 보편적 가치의 실현을 위해 그리고 보다 많은 사람들이 초국가적 이슈에 관심을 갖도록 공론화하는 역할을 한다. NGO의 이러한 활동으로 인하여 국경을 넘는 이슈에 대하여 관심을 갖게 되며 전지구적 거버넌스에 일원으로 참여하게 된다.
이 연구는 한편으로 지구시민사회의 여러 한계점들을 드러내고 있다. 첫째, 대표성의 문제를 들 수 있다. 대부분의 NGO들은 서구에서 유래했으며 서구의 가치와 활동 방식이 준거가 되고 있다. 또한 기독교계통의 NGO가 주도하고 있음도 드러났다. 둘째, 재정적으로 정부에 과도하게 의존하고 있다. 이러한 조건에서 지구시민사회가 정부를 대체하는 세력으로서 자율적으로 역할을 하기에는 한계가 있다. 셋째, 지구시민사회는 지역단체와 유대관계를 긴밀하게 맺지 못하고 있다. 지역민의 참여 없이 초국적 거버넌스가 이루어지고 있는 것이다. 마지막으로, 지구시민사회는 거버넌스의 대상이 되는 사람들을 깊이 있게 이해하지 못하고 있다. 그들의 거버넌스에서 난민들은 수동적인 존재로만 여겨지는 측면이 크게 나타났다.This study explores the effects and limitations of global civil society, focusing on the activities of INGOs working for the Burmese refugees in the Thailand-Myanmar borderland. It deals with the case of the refugees as an example to show how the governance of the modern state system is limited and in contrast how global civil society engages in transnational governance beyond national boundaries.
This study identifies the effects of global civil society as follows. First, it is fully responsible for refugees’ welfare such as food, housing and health under the cooperative system entitled to be refugee relief regime. Second, global civil society plays a role of promoting universal value and nurturing refugees as global citizens. Third, it actively engages in increasing public recognition throughout the world to enhance participation.
However, this study points out some limitations of global civil society. First, it has a problem with representation. Most of INGOs are western-oriented and Christianity-oriented as well. Second, global civil society is heavily dependent on the governments in terms of finance. In this condition, global civil society is limited in promoting itself as an alternative to the governments. Third, solidarity between INGOs and local society is hardly recognizable. The participation of the local in transnational governance is very limited. Lastly, global civil society lacks in the deep understanding of the governed including refugees. Global civil society is apt to regard them as passive actors. It is likely that they remain mute and objectified in the eyes of global civil society.
