이 논문은 독일의 1990년대 초반부터 2000년대 중반까지 신재생에너지 분야 R&D정책의 내용을 혁신주체의 성격과 상호관계라는 측면에 초점을 두어, 저온태양열 분야와 4차 에너지연구계획을 사례분석함으로써, 한국의 신재생에너지 관련 연구개발 정책에 주는 함의를 파악하고자 하였다. 그 결과 확인할 수 있었던 독일의 특징은, 공공연구소-대학-기업의 협동연구를 통한 지식 획득 및 이전, 이미 구축되어 있는 지식-기술력-네트워크-경쟁력에 기반하여 그것을 강화시키는 경향, 중소기업들의 연구사업 참여를 통한 관련분야의 노하우 축적, 연구개발의 지원 대상 선택에 있어서 전략적 고려의 제한 등이다. 이러한 고찰이 우리에게 주는 함의는 장기적 전망에 입각한 전략적 목표 설정과 그 결정을 위한 관련주체들의 논의구조 형성, 거점 연구소 역량 강화, 공동연구의 형태로 R&D집약도가 높은 중소기업의 연구참여 지원, 지역경제와 관련성 있는 프로젝트의 개발 등의 중요성이다.This paper is an attempt to find political implications for Korea from German
R&D policies for renewable energies from early 1990's until the middle of the first decade of 2000's, based on case studies in the field of solar thermal energy and the 4th energy research program, focusing on the characteristics of innovation agents and their interrelationships. The German R&D programs in this field is characterized by strong cooperations between public research institutions, universities and enterprises, tendencies to build upon already well-established knowledge bases and network, active participation of small and medium enterprises(SME), lack of strategic approaches in the selection of technology items to be supported. Policy implications for Korea is the importance of strategic objective setting and the institutionalized consultation among concerned economic subjects, capacity building of key research institutions, encouragement of participation of SMEs, and the development of research projects geared to regional economies.
