전 세계적으로 석유를 생산하고 있는 국가의 수는 약 100여 국에 이른다. 이중 약 46개 국가는 이미 석유생산량이 정점을 지나 점진적으로 생산량의 감소를 경험하고 있다. 학자 및 기관마다 약간의 차이는 있으나 글로벌 석유생산량은 이미 그 정점을 지났거나 조만간 정점에 도달하리라 예상하고 있다. 이처럼 유한한 에너지자원인 석유자원을 개발하여 생산하면서 자원의 한계를 인정하고 석유자원에 국가경제 및 산업을 최소한으로 의존하기 위하여 장기적으로 국가개입을 통하여 산업 및 경제발전 그리고 복지국가를 구현한 국가가 노르웨이다. 이처럼 노르웨이 에너지 자원정책은 자유시장주의 원칙을 기초로 한 북미식 모델에서 탈피하여 자국의 전통적인 정치경제체제를 기초로 석유자원 개발을 위하여 보호주의정책, 정부입찰주의정책, 국제화정책 등을 수행하면서 북해모델을 정립하였다.
본 논문은 에너지 자원개발을 기초로 국내 석유산업 및 연관산업을 발전시켜 글로벌 경쟁력을 확보하여 복지국가를 건설한 노르웨이가 추진한 에너지 자원정책이 지속발전을 가능하게 하고 석유기금 창설을 통하여 북해유전 고갈에 대비한 전략적 측면과 성공요소는 무엇인지 연구 및 분석하는데 초점이 맞추어져 있다.In the year 2011 there are about 100 countries producing crud oils. Among these 46 countries have already experienced that their oil productions have met their peak and started to decline. There are various opinions on the oil peak between scholars and research institutes. However, the fact is that the global oil production has already met its peak or is expected to decrease. Norway realized that natural resources such as oil and gas have their scarcity and implemented a strong government-led energy depletion policy strategy that resulted in establishing resource based industrial development and minimizing its dependancy on the oil and gas resources. Eventually Norway was able to build a world class welfare state. By doing that, the nation could create the North Sea model based on the indigenous
social culture as well as the strong government interventionism although the North American model based on free market and competition had been overwhelmed in the energy market.
The paper focuses on Norwegian strategies to develop a strong natural resource based industrial structure strengthening related industrial sectors and competitiveness as well as creating the world class welfare system. Furthermore, it also discusses and analyze what are successful factors to implement these strategies.
