공공부문의 임금결정시스템을 둘러싼 노사 간의 이견이 노사갈등의 가능성을 높이고 있다. 노동조합이 설립되고 교섭권이 보장된 공무원이나 교원의 임금도 여전히 정부가 일방적으로 결정하고 있으며, 노동삼권을 완전히 보장받는 정부투자기관이나 출연기관의 임금 역시 단체교섭을 통해 결정되는 형식을 띠고 있으나, 실질적으로는 정부의 일방적인 지침을 따르는 수준을 벗어나지 못하고 있다. 이 연구의 목적은 영국 공공부문 내 임금결정방식 중 가장 큰 특징으로 발견되는 임금평가기구(Pay Review Bodies, PRBs)에 대한 사례연구를 중심으로 현재 우리나라의 공공부문 임금결정방식의 대안을 모색하기 위함이다. 영국 내 전체 공공부문 종사자의 39%인 225만 명의 임금은 전문가그룹으로 구성된 임금평가기구에서 권고안을 작성하고 이를 정부가 수용하는 형태로 결정된다. 이 같은 제 3기구에 의한 임금의 결정은 공공부문 내 노사관계 안정화에 크게 기여하고 있는 것으로 분석되고 있다. 결국 임금평가기구 시스템의 도입으로 노사 간의 가장 민감할 수 있는 임금결정을 독립적 제3의 기구에 위임함으로써 이를 둘러싼 노사 간의 갈등을 사전에 예방할 수 있는 정치적 장점이 있다. 임금평가기구 시스템을 통한 공공부문 내 임금결정과정의 탈정치화(depolicisation)가 가능한 것으로 분석된다.The aim of this study is to examine the Pay Review Bodies as a unique pay determination system in the British public sector. The six Review Bodies make recommendations affecting some 2.5 million workers (headcount) with an aggregate pay bill of around £94 billion. The independent Review Bodies advise the Prime Minister and relevant Secretaries of State, on matters referred to them, primarily making annual recommendations about pay levels. Although the Review Bodies operate independently of each other, their procedures are broadly similar. The Review Bodies weigh the evidence and their own independent research to formulate recommendations on the remuneration of their remit groups. Their recommendations are submitted to the Prime Minister and Secretaries of State, and where appropriate the devolved administrations, early in each new year. This unique Pay Review Body system has contributed to stabilizing labour relations in the public sector by delegating pay determination, which is the most sensitive issue between trade unions and employers, to a third party.
