전통적인 시장접근에 중요한 요소였던 관세의 중요성이 수차례에 걸친 다자간 협상과 많은 지역무역협정이 체결됨에 따라 낮아지고, 최근에는 무역을 촉진하기 위한 중요한 수단으로 무역원활화가 주목을 받고 있다. 본 연구는 무역원활화가 무역에 미치는 파급효과를 분석한다. 영의 무역이 존재할 때 OLS를 적용하면 추정치에 편의가 발생한다. 이 문제를 해결하기 위해 본 연구는 Heckman 표본선택모형과 PPML(Poisson Pseudo-Maximum Likelihood)을 적용한다. 또한 본 연구는 무역원활화의 대용변수로 물류수행지수와 수출입에 필요한 시간에 대한 지표를 이용한다. 분석 결과를 보면, 무역원활화가 무역에 대단히 유의한 영향을 미치는 것으로 나타났다. 무역원활화 수준이 높으면 무역을 촉진하고, 수출입에 필요한 시간은 무역의 흐름에 부정적인 영향을 미치는 것으로 나타났다. 이러한 분석 결과를 중·동유럽 국가에 적용하였는데, 향후 이들 국가의 무역원활화 수준이 기존 EU국가의 평균 수준으로 향상되면 중·동유럽 국가의 수출은 69.6% 그리고 수입은 29.5% 증가할 것으로 추정되었다.With substantial reduction of tariffs through several multilateral trade negotiations and proliferation of regional trade agreements, trade facilitation has come into prominence as a policy measure for promoting trade. I employ the gravity model to examine the trade effects of trade facilitation. The presence of zero trade tends to bias OLS gravity model estimates. To solve this problem, Heckman's sample selection model and Poisson Pseudo-Maximum Likelihood are applied. Furthermore, I use two proxy variables to measure trade facilitation: Logistics Performance Index from the World Bank and Data from the World Bank’s Doing Business Database on the time required to export or import. The results show that trade facilitation has a great significant impacts on trade. The improvement of trade facilitation enhance bilateral trade and time delays generally significantly decrease trade flows. If trade facilitation in central and eastern European countries is improved into the average level of EU 15 countries, then it is expected that exports and imports in central and eastern European countries increase by 69.6% and 29.5%, respectively.
