저소득층에 대한 소규모 무담보 대출서비스를 일컫는 마이크로크레딧은 유럽연합에서영세기업 활성화를 통한 고용촉진, 그 결과 기대할 수 있는 소득격차 축소와 사회 통합 차원에서 적극 추진되고 있다. 유럽연합이 지원하는 ‘European Microfinance Network(EMN)’가 2010년과 2012년에 공개한 2008-2011년 마이크로크레딧 활동에 대한 설문조사 결과를 다양성, 사회적 역할 대 지속가능성, 구제범위 대 구제심도의 관점에서 분석한 결과,유럽 기관들은 기관의 형태뿐만 아니라 활동 영역 및 목표에서도 다양성을 보이고 있고,이러한 다양성은 이자율 수준 및 재무적 성과로 나타난 사회적 역할 대 지속가능성의 문제에 있어서도 국가별 다양한 시도들로 연결됨을 알 수 있다. 또한 대출건수 및 대출규모로 측정한 구제범위와 평균 대출규모를 일인당 총 국민소득으로 나눈 구제심도 간에 약한상충관계가 나타나, 마이크로크레딧 정책 추진에 명확한 철학과 방향성이 중요함을 시사한다. 한국의 경우 2000년대 초반부터 자발적인 마이크로크레딧 기관들이 출현하여 성장하고 있었으나, 정부가 2008년 미소금융재단을 설립하여 기존의 마이크로크레딧 기관들을 포함하고 참가기관을 추가하였다. 유럽연합의 현황과 비교할 때 한국의 정부 주도 미소금융은 다양성을 축소시키고, 기존의 민간 마이크로크레딧 활동을 위축시킨 한편 주된 기관으로 등장한 기업 및 은행의 재단 활동의 연속성을 보장하지 못하는 문제점이 있는것으로 분석되었다.
Microcredit(MC) recently draws much attention, especially after the global financial crisis of 2008, as an important tool to lessen the financial exclusion, to improve employment by boosting micro-enterprises, and to eventually narrow the income gaps and lead the social inclusion. European Union has pursued policies to support MC, and delivered the surveys to analyse MC institutions in Europe through European Microfinance Network(EMN). This paper summarizes two most recent survey results by EMN, covering the years of 2008-2011, and draws implications from the EU example to suggest the ways forward for Korean MC. The EMN surveys show diversities in institution types, activities, and targets, and various combination of interest rates and financial performance indices. There is indication of trade-off between the social outreach, measured by total number of loans or loan amount of a country, and depth of outreach, reflected by the ratio of average loan size to gross national income(GNI) per capita of a country. The observation of EMN surveys is compared with the situation of Korean MC, highlighting the lack of diversity in institutions and MC products in Korea. This leads to suggest that the Korean MC should secure diversity to allow more experiments and competition, and that less governmental intervention is desired, because the introduction of governmentinstituted “Smile Microcredit Bank”, integrating all the existing MC institutions and raising new foundations sponsored by corporations and banks, has stagnated MC itself.
