이 논문은 통리교섭통상사무아문이 1885년부터 1894년까지 염세를 징수한 사례와 그 성격을 고찰한 글이다. 1876년 개항 이후 외국과의 무역이 증가하고 상품화폐경제가 발달하게되면서 염의 생산과 유통이 활발하게 되었다. 그 가운데 고종은 1880년 12월에 통리기무아문을 설치하면서 개혁정책을 추진하고자 하였다. 1882년말 통리기무아문은 통리군국사무아문과 통리교섭통상사무아문으로 분리하고, 전자는 국내 문제를 후자는 국외 문제를 담당하게 하였다. 통리교섭통상사무아문(통상아문으로 약칭)은 활발한 활동을 위한 재원이 필요하였고,이에 정부에 요청하여 염세를 비롯한 몇 종류의 잡세를 징수하게 되었다. 통상아문은 1885년부터 염세 감관을 파견하여 경상도에서 염세를 징수하기 시작하여, 1886년에 경기도를 끝으로 전국 8도의 염세를 징수하게 되었다. 염세 징수상의 특징은 염정 등의 생산수단뿐 아니라 생산물에 염세를 부과하였다는 점이다. 이전까지 염세 징수는 鹽釜나 鹽井 등 생산수단에 부과하였는데, 통상아문에서는 생산물인 鹽에 염세를 부과하는 시도를하였다는 점이다. 즉 염 1석당 6전 내지 3전의 염세를 부과하는 시도를 하였다. 아울러 염 유통세를 상인 및 객주에게 부과하는 시도를 하였다. 통상아문의 염세 징수가 제대로 이루어지려면, 다른 관청에서 염세를징수하는 것이 금지되어야 하는데, 그렇지 못하였던 것 같다. 다른 관청에서도 염 생산세 및 염 유통세를 징수하게 되자, 염 생산자 혹은 염상 등은첨징(添徵)을 호소하면서 탄원서를 올리거나 저항하기도 하였다. 갑오개혁 이후 염세의 징수기관은 계속 바뀌어 갔다. 탁지부에서 궁내부로, 다시 내장원으로 바뀌어갔다. 아울러 염세의 부과방식은 점차 생산수단으로부터 생산물로 변화해갔다. 그러다가 1906년 통감부에서는 염세를 생산물에 부과하였다.
This thesis illustrates an instance and its characteristics of collecting the salt tax revenue in Tongli Trade Negotiation Office Amun(통리교섭통상사무아문) from 1885 to 1894. Since 1876, right after opening of ports, increasing number of foreign trade and economic development have led to active salt production and distribution. Among them, King Gojong established Tongli Gimu Amun(통리기무아문) in December 1880 and promoted to reform. In 1882 winter, Tongli Gimu Amun was seperated to Tongli Trade Negotiation Office Amun(통리교섭통상사무아문) and Tongli militarist Secretary Amun(통리군국사무아문). Tongli Trade Negotiation Office Amun(Tongsang Amun) needed funds to be more active, so government allowed them to impose some taxes including salt tax revenue. In 1885, Tongsang Amun appointed salt tax monitor and started to levy salt tax revenue in Gyeongsang Province. Moreover, one year later, Tongsang Amun collected salt tax from eight provinces including Gyeonggi Province. In the past,salt tax had been levied by means of salt production such as salt ponds. However,one thing to notice is that tax revenue was levied on the amount of salt itself. Specifically, Tongsang Amun tried to levy salt tax revenue from three to six jeon(전)per salt one suk(roughly 180 liter). In addition, Tongsang Amun tried to impose salt distribution taxes to merchants. In order to succeed in collecting salt tax in Tongsang Amun, levying salt tax revenue from other government offices must have been prohibited. However, it did not work well. As other government offices tended to collect tax on salt production,salt producers and merchants submitted a number of petitions and even resisted. After the Gabo Reform, collecting offices of salt tax revenue have been continuously changed from Takji Department(탁지부) to Gungnae Department(궁내부), and again changed to Naejang Won(내장원). In addtion, a way to impose tax revenue on salt has been changed from means of production to product itself. In 1906, Tonggam Department(통감부) levied tax on a product itself.
