본 논문에서는 흰다리새우 양식의 발전 과정에서 나타난 갈등에 대한 분석을 통해 위험 또는 위기가 사회적으로 구성되는 과정을 명확히 하고자 한다. 베트남 정부는 경제발전을 이룩하면서 동시에 환경 위기 문제도 해결하지 않으면 안 되었다. 자원 환경성은 흰다리새우가 가져올 환경에 대한 위험을 강조하면서 생물다양성과 환경보호를 위해 흰다리새우 수입을 금지해야 한다고 주장하였다. 이로 인해 흰다리새우는 사회적으로 위험을 가진 존재가 되었다. 한편 농업 농촌 개발성은 세계적으로 흰다리새우에 대한 수요와 그것의 경제적 가치가 상승하고 있어 흰다리새우 양식을 권장해야 한다고 주장했다. 흰다리새우 양식은 양식업자가 겪고 있는 경제 위기를 해결해 줄 열쇠로 여겨졌다. 흰다리새우 양식을 둘러싼 자원 환경성과 농업 농촌 개발성 간의 갈등은 두 기관의 협의에 의해 흰다리새우를 환경에 해를 주는 외래종 항목에서 제외시킴으로써 해결되었다. 흰다리새우 양식을 둘러싼 갈등의 전개 과정을 통해 나타나듯이 위험은 사회적으로 구성되며 변화하며 위험의 해소는 원인의 제거에 의해 이루어지기도 하고 정치적 협상에 의해 이루어지기도 한다.This study is to examine the process in which environmental risks are socially constructed focusing on the case of white-leg shrimp-farming in Vietnam. The Vietnamese government has been struggling to promote economic development while at the same time effectively controlling the environmental risk that the economic development should involve. The Ministry of Natural Resources and Environment (MNRE) has emphasized the possible environmental threat of white-leg shrimps and banned the importation of them to protect the environment and the biological diversity. Consequently, white-leg shrimps were socially considered dangerous for environment. On the other hand, however, the Ministry of Agriculture and Rural Development (MARD) has facilitated the white-leg shrimp-farming as the market demand for white-leg shrimps and its economic value have increased throughout the world. The white-leg shrimp-farming has been considered critical to resolve the economic crisis of shrimp farmers.
The clashes between MNRE and MARD surrounding the white-leg shrimp-farming were resolved in a conference in which they decided to exclude white-leg shrimps from the list of the introduced species that have been regarded to have a bad influence on the environment. This process of resolving the environmental risks suggests that risks are socially constructed and shifting with the change in its social-political context. Risks are politically and socially negotiated and resolved by the removal of the root cause.
