노동조합의 정책역량에 대한 연구는 국내는 물론 국외에서도 구체적으로 연구가 진행되지 않은 영역으로 남아있다. 기존의 노동조합에 관한 사회과학적 연구는 노동조합의 계급적 역량이나 영향력 등에 중점을 두면서 노동조합의 행위와 그 영향에 관한 거시적인 분석을 주로 수행했으나, 노조들이 지니고 있는 정책역량을 총체적으로 파악하는 것에는 크게 관심을 두지 않았다. 본 연구에서는 영국노총(Trades Union Congress, TUC)의 사례연구를 통해 하나의 정책행위자(policy-actor)로서 노동조합이 지니는 정책역량의 여러 면모들을 분석하는 것을 목적으로 한다. 이 연구에서는 영국노총의 정책행위자의 역량을 크게 세 가지로 나누어 살펴본다. 첫째, 일정한 인력과 물적 자원, 네트웤(networks) 등 일종의 정책인프라(policy infrastructure) 혹은 정책자원(policy resource)의 측면, 둘째, 자원을 동원하고 가동시켜 적정한 내용의 정책을 적절한 시기에 적절한 질과 양을 담보하여 생산해 낼 수 있는 능력, 셋째, 생산한 정책을 현실정치의 담론의 장에서 최대한 효과적으로 실현시켜 낼 수 있는 정치적 수단과 그것을 잘 활용하고 강화시킬 수 있는 능력 등이다. 영국노총은 매우 우수한 정책전문가를 채용하고, 노동당과의 밀접한 관계, 공적기구에의 적극적 개입 등을 통해 전체 노동계의 이해를 대변하는 정책을 개발하고 이들 정책을 실현하려는 노력을 지속해 오고 있다. 150년의 역사 동안 지난한 발전과정을 거쳐 현재와 같은 정책행위자로서 위상을 굳히고 있는 영국노총의 사례는 아직 실질적인 정책행위자로서의 위상을 인정받기에는 여전히 부족함이 있는 우리나라의 노동조합에게 유의미한 시사점을 던져준다.Trade unions have played a crucial role not only in collective bargaining, which determines the pay and working condition of employees at the workplace, but also in social policy-making processes, which consider labour market policies, industrial relations policies, social welfare policies and so on. Nevertheless, little attention has been given to studies on policy competencies of trade unions. By examining a case of the Trades Union Congress(TUC) in Britain, this study, however, considers the policy competencies of trade unions acting as a ‘policy actor’. The policy competencies of the TUC are examined in three main areas. First, the study examines the policy infrastructure of the TUC, particularly looking at human and financial resources. Second, it looks into the way in which the TUC produces its own policies by examining in-house formal and informal policy-making processes and cooperative relations with external research institutions. Third, it analyzes the way in which the TUC tries to realize its own policies by looking at its relations with the Labour Party, public bodies and international institutions. This study illustrates that the TUC has been continued to produce various policies and put its effort to realize the policies, which are beneficial for the working class, owing to the highly qualified in-house manpower, its transparent policy-making process, the intimate relation with the Labour party, and close liaison with public bodies and international institutions. With a history of more than 150 years, the TUC experience in developing its policy competencies implies meaningful insights and lessons for Korean trade unions today.
