이 연구는 1996년 프랑스에서 디지털 전환 계획이 제출된 이후 지상파방송의 디지털화, 다채널화 및 디지털 컨버전스의 추진 과정에서 제시된 여러 가지 정책과 이를 둘러싼 담론 경쟁 및 그 결과에 대한 종합적인 평가를 시도한다. 그리고 디지털 방송에 관한 정책이 시장 내 주요 행위자들과 어떻게 상호작용하면서 어떤 현실적인 결과를 빚어냈는지를 구체적으로 살펴본다. 이를 위해 이 연구는 1996년부터 2005년까지의 디지털 전환 및 다채널화 논쟁, 2005년에서 2010년까지의 방송 시장 재편, 그리고 2011년 이후의 스마트 미디어 시대의 새로운 컨버전스 전략을 중심으로 프랑스 디지털 방송 정책의 시기별 주요 특징을 살펴본다. 연구 결과, 프랑스의 디지털 전환은 방송의 공익성 구현 및시청자 복지, 그리고 민영방송 지배적인 방송산업 구조의 급진적 개편이라는 명확한 목적의식을 가지고 있음을 확인할 수 있었다. 다채널화, 고화질 방송, 직접 수신율의 유지, 그리고 공영방송에 의한 디지털 컨버전스 선도는 이를 대변하는 정책 의제들이자 그 성과물이다. 하지만 프랑스의 디지털 방송 정책은 방송 시장 구조의 근본적인 재편에 이르지는 못하였다. 결론적으로 이는 디지털 전환의 공익성 이념과 시장의 성장 전략이 결합된 결과물이자, 또 다른 관점에서는 프랑스의 디지털 정책의 구조적인 불안정성을 보여주고 있다.This research is devoted to make a comprehensive evaluation of the digitization and the convergence of television broadcasting in France starting from 1996. It explores how the market has responded to the government’s decision making. By focusing on discourses of concerned parties, this research analyzes the dynamics in the process of policy making to understand its influence on the structure of today’s French television landscape. In order to examine the process, the research has replaced the arguments in three periods: the digitization preparatory period(1996~2005), the reorganization of terrestrial television broadcasting market(2005~2010) and the new convergence strategy period(2011~present). The public authority’s main goal was to increase the number of channels to provide a more attractive terrestrial plat-form and to stimulate the development of public television. However, private broadcasting groups have continuously advanced discourses to justify their domination by eliminating the competitors, sometimes by attempting diverse offensive business strategies. Though in a reserved manner and in a long term perspective, this research concludes, that despite the initial objective, the authority couldn’t achieve to reorganize the private sector centered market but has successfully defended DTT plat-form penetration. This can be interpreted as paradoxical consequences of the interaction between the recent media policies and the reaction of the market.
