본 연구에서 관심을 갖는 핵심적인 연구문제는 스마트폰 등 스마트미디어 기기를 활용한 SNS 정책참여가 기존 데스크톱이나 노트북 중심의 SNS 정책참여에 비해 정책참여의 양과 질에 얼마나 더 큰 영향을 미치는가 하는 점이다. 따라서 본 연구에서는 스마트미디어의 확산이 SNS를 통한 정책참여를 진작시키는 긍정적 기제로 작용하고 정책참여의 빈도를 증가시킴은 물론 기존 정책의제설정과 정책평가를 중심으로 이루어지던 온라인 정책참여의 패턴을 정책결정과 정책집행이라는 전통적으로 행정관료를 중심으로 폐쇄적으로 운영되어 오던 정책 결정 및 집행 영역까지 확장하는 유인으로 작용할 가능성이 있음을 규명하는데 연구의 목적을 두고 있다.
이를 위해 본 연구에서는 온라인 설문조사를 통해 획득한 자료를 바탕으로 주요변수들에 대해 빈도분석과 교차분석 등 기초적인 통계분석기법들을 활용하여 스마트미디어 활용에 따른 SNS 이용 패턴 및 정책참여에의 영향을 실증 분석함으로써 스마트미디어 시대 SNS 정책참여의 활성화를 위한 정책적 시사점을 제시한다.
연구 결과, 우리나라의 SNS 정책참여자들은 스마트미디어기기의 사용 여부에 관계없이 정책과정 전반에 대해 높은 인식능력을 갖고 있으며, 비교적 활발하게 정책과정에 참여하고 있음을 알 수 있었다. 특히 다양한 정책의제 가운데 사회적 정의나 형평과 관계되는 재분배 정책분야에 대한 정책적 관심과 참여가 상대적으로 활발하게 나타나고 있음을 알 수 있었다. 또한 정책과정 참여에 대한 만족도에 있어 정책결정단계에서의 참여 경험자의 만족비율이 가장 높은 것으로 미루어볼 때 정책과정의 핵심단계라 할 수 있는 정책결정단계에서 정책참여 행위자로서 느끼는 정책효능감을 가장 크게 인지하고 있음을 알 수 있다.This paper has a main research interest on the question of how effectively smart media including smart phone can influence the quantity and quality of civic participation in the policy process compared to desktop or notebook users. Therefore it focuses on verifying whether the proliferation of smart media usage not only has an impact on the increase of citizen’s policy participation, but also brings some fundamental changes in the patterns of on-line policy participation by moving participator’s focus from some specific policy process such as agenda-setting and policy evaluation to the entire policy process.
To do so, this paper challenges to make an empirical test of some substantive impact of smart media usage on the patterns of SNS usage and policy participation by utilizing some basic statistical techniques such as frequency and cross-tabulation analysis and then offers some policy solutions for the revitalization of SNS-based policy participation in the era of smart media and digital convergence.
The research outcome shows that Korean SNS-based policy participators have a higher level of awareness for the entire policy process regardless of their use of smart media appliances and thus actively participate in the policy process. In particular, they are highly interested some specific issues including social justice or equity associated with the area of redistributive policy. In addition, policy participators most strongly perceive their policy efficacy in the policy-making process rather than in any other policy process.
