인천유권자의 투표행위와 관련하여 가장 두드러진 특징으로는 투표율이 매우 낮다는 점이 꼽힌다. 그리고 전통적으로 인천에서 투표율이 낮은 이유로는 약한 정체성으로 설명되어왔다. 이 논문에서는 과거와 달리 새로운 시도를 한다. 즉 이 논문에서는 “인천에서 투표율이 낮은 이유가 과연 약한 정체성 때문인가?”라는 의문을 제기한다. 그리고 이에 답하기 위하여 설문조사자료를 분석한다. 최근까지는 많은 학자나 언론이 인천의 투표율이 낮은 원인을 찾을 때 대체로 중앙선거관리위원회나 통계청이 수집해 놓은 ‘집합’자료(aggregate data)를 이용했다. 그러나 이 논문에서는 인천의 낮은 투표율의 원인을 찾기 위하여 실제로 ‘개인’이 선택에 초점을 맞추는 것이다.
이 논문에서는 먼저 인천의 투표율에 대한 다양한 선행연구에 관하여 고찰해본다. 인천의 투표율이 낮다는 현상이 이미 오래되었기 때문에 이에 대한 원인을 분석한 논문도 약 20년 전부터 등장했다. 따라서 여기에서는 이러한 선행연구결과의 흐름을 따라가는 것부터 시작한다. 그 다음으로 이 논문에서는 인천에서 정체성이 약해서 투표율이 낮다는 가설을 제시하고 이 가설을 검증할 데이터, 변수, 그리고 방법론에 대하여 설명한다. 여기에서는 2012년 6월에 실시된 “인천지역 투표율 저조 원인 및 투표율 제고 방안에 대한 연구 관련 설문조사”를 분석한다. 이 논문은 설문조사자료를 분석한 결과 여러 가지 변수로 조작화(operationalized)된 인천의 정체성이라는 요인이 결코 낮은 투표율에 영향을 주는 것으로 나타나지 않다는 것을 보여준다.
이에 비하여 이 논문의 설문조사 통계분석에 따르면 선거에 관심이 더 많을수록 투표를 더 했고 습관적으로 투표를 더 해왔을수록 계속해서 투표를 더 해왔던 것으로 확인되었다. 이러한 통계결과는 국내외의 설문조사분석에 따르면 공통적으로 확인되는 사항이기도 하다. 다시 말하자면 국내외 투표행태와 마찬가지로 인천에서도 선거에 대한 관심과 투표습관이라는 변수가 비슷하게 통계적 영향력을 가진다는 것이다. 그러나 인천에서는 다른 지역에 비하여 특히 선거에 대한 관심도가 더 낮고 유권자의 투표참여 빈도가 낮아서 투표율이 더 떨어지는 악순환이 이어졌다고 보인다. 이러한 통계결과와 분석에 기초한다면 인천에서 투표율을 향상시키기 위한 방안은 정체성을 높여야 한다는 것보다 더 쉽게 찾아진다고 하겠다. 다시 말해 인천에서 투표율을 높이기 위해서는 추상적으로 정체성부터 확립하자고 주장하는 것보다 구체적으로 선거에 대하여 더 큰 관심을 갖도록 홍보를 하고 투표참여를 권유하며 투표에 발을 들인 뒤 습관을 형성시키는 방안이 대두된다는 의미이다.One of the major characteristics of voting behavior in Incheon is the very low voter turnout. And the weak identity among Incheoners has attributed to the reason why the voter turnout is that low. This study, however, attempts to launch a new approach to provide an answer to the low voter turnout in Incheon. This study raises a question, “is this identity crisis that really causes low voter participation in Incheon?” In testing the hypothesis that the weaker identity among Incheoners, the lower voter turnout, I employ survey data analysis. Unlike many previous research relevant to this issue, this study utilizes individual level survey data instead of aggregate data.
To this end, this research firstly reviews all the literature dealing with voter participation in Incheon for the past 20 years. Next, this research explains the hypotheses, data, and methods. This piece utilizes a survey data set collected by Research & Research in June 2012. Finally, this essay suggests that the so-called identity crisis does not appear to account for the low voter participation in Incheon. As a result of statistical analysis, this study finds that identity crisis does not account for the low voter participation in Incheon. This paper concludes with the implications of the major findings.
This research finds that Incheoners more interested in politics are likely to turn out at the polls. And habitual voters in Incheon tend to actively take part in voting as many like minded-voters in many other cities. Somehow, Incheoners have been increasingly losing interests in politics and elections which has cost civic participation more than any other parts in the peninsula. These vicious cycles, ironically, suggest a better remedy to cure low voter participation in Incheon. In order to increase voter participation in Incheon, we need to focus on launching a campaign to have voters interested in politics and elections, and take actively part in voting.
