본 연구는 아프리카 탄자니아 농촌 지역 주민들의 주관적 만족도 조사를 통해서 주민의 삶의 질에 영향을 주는 결정 요인을 분석하고, 이들 요인들의 경로분석을 통하여 상호관계와 영향력을 살펴보았다. 분석 결과, 주민들은 높은 경제성장률에 영향을 받아서미래의 가능성을 긍정적으로 보고 있으며, 사회 및 정부의 역할과 공공위생에 대해서 어느 정도 긍정적으로 응답하고 있다. 요인분석을 통해서 7개의 요인이 유의미하게 나왔으며, 각각 A1(미래의 긍정적 사고), A2(거주환경), A3(유아복지), A4(개인영양위생), A5(공동체 공평성인식), A6(운명론극복), A7(최저생계소득)로 규정되었다. 다중회귀분석에서통제변수인 가족수 이외에 A1(미래의 긍정적 사고)가 삶의 질에 유의미한 영향을 직접주고 있을 뿐이다. 경로분석에서 이들 변수간 영향력의 상호관계 주요경로는 먼저 개인의 ‘주거환경’(A2)과 ‘유아복지’서비스(A3)가 ‘공동체 공평성 인식’(A5)에 영향을 주며, 나아가 ‘운명론극복’(A6)과 함께 ‘미래의 긍정적 사고’(A1)에 영향을 주며, 궁극적으로 개인의 삶의 질 수준에 대한 결정을 하게 한다. 연구 결과를 토대로 삶의 질향상을 위한 시사점을 살펴보면, 첫째, A1(미래의 긍정적 사고) 이외에도 개인의 최저생계유지 및 거주환경, 영양위생과 유아복지, 공평한 공동체 구축 등이 함께 더욱 개선되어야 한다. 둘째, 주민의 참여와 공평한 공동체 형성이 개인의 삶의 질 향상에 필요하다. 셋째, 개인의 소득증대와 거주환경 개선이 삶의 질에 기본적으로 필요하다. 넷째, 개인의건강을 유지시켜 줄 수 있는 보건위생이 삶의 질 향상에 매우 필요하다. 다섯째, 교육분야에 대한 지속적인 지원, 그리고 빈곤에 의한 운명론의 극복이 필요하다. 또한 ODA 의 효과성과 지속가능한 지역발전목표(SDG)의 관점에서 시사점을 살펴보면, 첫째, 주관적 삶의 만족도가 ‘삶의 질’ 관점에서 평가되고 정책에 반영되어야 한다. 둘째, 다양한 요인들의 경로구조 관계에서 지속가능한 발전(SDG)의 사업이 단계별로 추진되어야한다. 셋째, 비록 ODA 사업이 개인의 삶의 질을 향상시키기 위한 것일지라도, ODA 사업의 효과성을 위해서 공동체 차원에서 정부와 사회의 공평성이 반드시 마련되어야 한다. 넷째, 개인적 욕구체계이론에 근거한 지속가능한 발전의 관점에서 경제적·환경적생활 여건의 기반 위에 개인적인 미래의 긍정적 사고를 향상시키는 정신적 동기부여가체계적으로 이루어져야 한다. 다섯째, ODA의 지속가능성을 위해서 연계 정책의 일관성과 연계성이 확보되어야 한다. 여섯째, 환류 시스템에서 성과 평가와 동기부여의 연계성이 강화되어야 한다.This article aims to analyze the determinants of resident’s quality of life(QoL) through subjective satisfaction survey at the agricultural region in Tanzania, and to research the interrelation and influence of these variables through the path-analysis. In the path-analysis, the main path from independent variables to quality of life is composed of the path of A2(dwelling environment) influencing to A5(impartiality of community) and A6(fatalism overcoming), at the same time, path of A3(public child welfare) and A4(individual nutrition and hygiene) influencing to A5(impartiality of community) at first stage, and the path of A5(impartiality of community) and A6(fatalism overcoming) together influencing to A1(positive thinking of future) at second stage, and the path of A1(positive thinking of future) influencing to ‘quality of life’ ultimately at last stage. On the basis of the analysis results, there are some implications about enhancing the quality of life. First, along with the significant A1(positive thinking of future), minimum livelihood income and dwelling environment, public child wellbeing and individual nutrition and hygiene, impartial community are necessary together. Secondly, the participation of residents and the construction of impartial and healthy community are necessary to get the quality of life higher. Thirdly, the enlargement of person’s income and the improvement of life environment are basically necessary as background for the quality of life. Fourthly, the public hygiene is important to keep the individual health good. Fifthly, the continuing support to the education and the fatalism overcoming of the poverty destiny are also needed. Also, there are some implication in context of the efficiency of ODA and the sustainable development goals(SDG). First, the subjective satisfaction survey has to be executed and reflected for the ‘quality of life’ policy along with researching objective index. Secondly, in the path structure of variables, SDG-based ODA programs are implemented for the synergy effect. Thirdly, Although the ODA programme is purposed to the enhancing quality of life in individual, the foundation of impartiality in good government and healthy society has to be prepared as intermediate variable at the level of community. Fourthly, when looking at the sustainable development, the level-based project or programme is implemented on the structural basis of individual motivation theory. the support (which facilitate the positive thinking of future at the level of individual) is accomplished systematically step by step according to the economic and environmental life conditions. Fifthly, it is necessary to ensure the consistency of and the relationship with ‘quality of life’ policies in the respect of the sustainability of ODA. Sixthly, the linkage of performance evaluation and individual motivation is strengthened by the feedback system for the ODA and SDG.
