대통령제 하에서 국가는 예기치 않게 심각한 위기를 겪을 수 있다. 이런 위기를 극복해나가는 대통령의 능력은 성공한 대통령이 되기 위해서 매우 중요한 요인이며, 이후 국민의 대통령에 대한 이미지를 좌우하는 결정적 변수가 된다. 이 글에서는 김영삼 정부부터 대통령이나 측근의 잘못에 의한 위기가 발생했을 때 여권과 야권이 취하는 태도 및 여론의 동향을 살펴보고, 대통령은 어떤 유형의 리더십과 사과 패턴을 보이며 대국민 소통 노력을 했는지 분석하였다.
사과유형을 전면사과, 유사사과, 비사과의 세 가지로 구분하여 분석한 결과, 대통령은 사태가 심각해도 위기의 본질이 자신과 측근만의 책임이 아니라는 변명의 여지가 있을 때는 유사사과를 선택하려 하고, 지지도가 높은 때 보다는 지지도가 낮고 여론의 비난이 심할 때 책임을 인정하는 경향을 가지는 것으로 나타났다.Facing a national crisis, the president makes the most of his or her ability to overcome the crisis. Leadership in managing crises is a critical factor in a successful presidency and in building a positive public image after a crisis. This paper examines the attitude of the governing party, the opposition party, public opinion, and presidential leadership and communication patterns with the public in times of crisis. The findings show that presidents tend to make excuses rather than offering a full apology even in serious crises. He or she admits responsibility when there is widespread criticism and his or her public support rate is very low.
