본 논문은 개발의 (국제)정치경제의 담론을 살펴보며, 에콰도르 현 좌파 정부상황하의 아마존지역 개발에 대한 이해를 높이기 위한 연구이다. 개발의 정치경제는 ‘변화와 지속성(change and continuity)’의 반복이다. 특히, 이 담론의 시작은 식민지 시대와 궤를 같이 한다(Michael 2012). 에콰도르 등 중남미 국가들이 공통적으로 지하자원과 관련된 개발의 종속적인단면이 내재화 되어있고, 이에 대해 21세기 좌파 정부 등장하 경제적 재분배와 신자유주의 하배제된 이들(예, 원주민 등 소수자)의 정치경제적 포용(inclusiveness)을 천명했다. 즉, 신채굴주의(new extractivism) 형태로 포스트 신자유주의(post-neoliberalism) 모습을 구현하고자 한것이다. 하지만 에콰도르의 꼬레아 정부의 석유채굴 정책과정을 통해 이중적(dual identity)인모습을 확인하게 된다. 특히 2007년 에콰도르 꼬레아 정부가 전략적으로 Yasuni ITT Initiative 를 국제사회에 공언했지만, 이내 2013년 현 정부는 이 전략적 ‘카드’를 내려 놓게된다. 그리고그 ‘출구’ 전략으로 중국을 선택한다. 본 연구는 에콰도르의 개발의 정치경제적 정책이 중국의등장으로 종속적인 면이 지속된다고 주장하고 있으며, 이는 현 에콰도르 정부의 정치경제적 역설의 한 단면을 보여준다.This paper seeks to increase the understanding of Amazonian development under the current leftist government in Ecuador, in the context of the discourse in (international) political economy of development. The political economy of development repeats ‘change and continuity’. Particularly, the beginning of this discourse works together with the colonial period(Michael 2012).
Latin American countries, including Ecuador, commonly embedded the nature of natural resource-related dependent development. In this historically embedded structural context, the 21st century leftist governments emerged, proclaiming the economic redistribution and political economic inclusiveness for those who were excluded under neo-liberalism. In short, these leftist governments attempt to realize the post-neoliberal by framing the new extractivism. However, it has been identified that Ecuador faces a dual identity concerning its oil extraction policy. In particular, Ecuador declared the Yasuni ITT Initiative in the international community in 2007, subsequently, the current leftist government rejected this approach in 2013. The government then chose China as a ‘exit’ strategy. This study argues that the Equatorial political economy of development has displayed characteristics of dependency, through its partnership with the emergence of China, and this indicates the aspect of paradox of the Equatorial political economy.
