예산편성에서의 국민의 참여를 여기서 논하는 것은 재정민주주의가 예산편성에서 가장 중요한 원리이기 때문이다.

국가예산의 복잡성 측면에서 사전적 편성보다는 사후적 검증이 이런 측면에서는 더 효과적인 수단일 수 있고, ‘대표성’이라는 측면에서는 ‘소수 국민’의 적극적 정책 결정 참여보다는 이러한 소수들로 하여금 ‘다수 국민’에게 적극적으로 그리고 효과적으로 잘못된 결정에 대한 정보를 제공하는 것이 오히려 ‘집합체로서의 국민’들에게 효과적일 수 있기에 기본적으로 민주주의에서 대표들의 선거나 감사를 통한 처벌이 가능하도록 하는 대안이 더 타당해 보인다.
결론적으로는 중앙정부단위에서의 국민의 참여는 사안의 복잡성과 대표성의 문제점 등으로 실현가능성상 어려움이 있기에 특정 사안에 대한 제외시키는 네카티브방식의 직접민주주의가 타당하다고 보이고 지방정부단위에서는 사안도 단순하고 주민들의 일상생활에 밀접하기에 적극적 주민 참여와 직접 민주주의방식을 도입하는 것이 타당해 보인다.The reason of debating he participating intuitions ofthe budgeting process, is that financial democracy is the most important principle in the budgeting process. When reviewing the financial reform that is organized around the practices of the foreign country, the limitations and implications for the financial system of Korea are the following. The difference in the political system puts the limit in applying the example of the budgetary process reform of the foreign country to system of public finance in Korea.
In case of Korea, as specified in the Article 54 of "Constitution of the Republic of Korea', as the government submits the budget to the National Assembly, the National Assembly then organizes and commits the budget bill. Although the enhancement of the transparency in this process is important, under these conditions, there are difficulties in allowing the process in public or via Internet. But even with the limitations of the political system the efforts to enhance the transparency of the budgeting process is needed without a doubt. In order to eliminate the unneeded budget factors beforehand the effort for the show of transparency in the process is needed since this is challenge beyond the limits of the applicability of the Japanese financial reform case.
If you then examine the implications for the financial reform case centered on the budget process in a foreign country, first, there is a need to enhance the transparency of the budget process. In Korea, it is not easy to access the information regarding how, when and for what reason the financial business has been chosen. Hence, due to the limit of complexity and representativeness, the national participation in the level of the local government has difficulty, so the 'negative method'; eliminating certain issues, seems valid for this boundary. On the other hand, in the boundary of provincial government, matters are rather simple are relevant so the participating or the direct democracy seems adequate.
