본고는 기존의 연구들을 바탕으로 일본의 대외문화정책의 추이를 통시적(通時的)으로 고찰하고, 21세기 일본 문화외교의 구호인 ‘쿨재팬’ 정책의 발전과정을 살펴보면서 일본 문화외교의 의미와 한계를 논의 한 것이다. 특별히 일본의 문화외교의 흐름을 전체로서 조망하려는 노력의 일환이다. 세계화로 국경의 장벽이 낮아지고 국가 간 사회, 경제, 문화 교류가 활발해지면서 세계 각국은 자국의 이미지 개선과 국가 브랜드 가치 증대에 대한 필요성에 대해 공감하고 있다. 일본은 패전국이나 침략국가라는 이미지를 평화적이고 민주적인 문화국가로 변화시키고, 경제발전과 수출촉진을 위해 경제외교를 진행했으며, 경제적 강대국으로 부상한 이후 일본의 국제적인 역할에 대한 요구에 대한 대안으로 문화외교의 외연을 확장시켰다. 이러한 발전과정을 거쳐 21세기에 일본이 내놓은 문화외교의 방안은 “쿨재팬”이다. 일본은 21세기 산업구조를 변화시키고 경제․문화교류와 협력을 증진하며, 소프트 파워를 강화시키면서 국가브랜드를 높이는 방안으로 “쿨재팬”으로 브랜드화 했으며, 제조업에 기반을 둔 전통적인 굴뚝 산업뿐 아니라, 의식주와 문화 콘텐츠 (애니메이션, 드라마, 음악 등)를 포함한 “문화와 생활양식(life style)”의 매력을 경제적 부가가치(附加價値)가 있는 문화산업의 형태로 변형시키려는 정책적 변화를 추진하고 있다. 일본은 자국에 대한 이미지와 인식을 개선하고 브랜드 가치를 높이기 위한 방안으로 대외문화정책을 활용하고 있다. 이에 일본의 대외문화정책은 동아시아 뿐 아니라 세계 각국의 문화정책에 의미 있는 관점을 제시해 줄 수 있다고 하겠다.This paper aims to examine “Cool Japan” as a Japan’s cultural diplomacy and nation-branding strategy in the 21st century. After World War II, Japan was in need of transforming its nation’s image. The foundation of the “peaceful expansion of Japan’s economic power. After the economic recovery in the 1950s, Japan began to rebuild it state as well as its nation image. As Japan grew into an economic superpower in the 1960s to 1980s, Japan exercised its power and influence other countries and attempted to expand its ”economic cooperation“ to promote exports. At the same time, Japan turned the formal KBS(Kokusai Bunka Shinkokai) into the Japan foundation(Kokusai Koriyū kikin) in 1972 in order to redeem its image from militaristic and fascist to peace-loving and democratic state. Moreover, Japan strategically continues to enhance its national brand. In the coming of new era, Japan desired to transform its “industrial structure” by focusing on cultural sector. I will examine how “Cool Japan” slogan came about in the early 2000s and will analyse the promotion of “Cool Japan” project in depth. Moreover, Japan launched “Cool Japan Fund” to invest private companies to promote Japan’s popular culture, such as comic books, movies, fashion, and food. Japan has been successful in promoting its image and national brand. Japan’s Cool Japan strategy is a dire reminder of what it means to be “cultural diplomacy” and “nation-branding,” which is prevalent in the world of diplomacy and politics.
