This Paper is a Study on Kotani Masujiro(小谷益次郞), the Japanese settler in Incheon under the Colonial Period. In 1889, maybe four, he had came to Incheon in his mother’s arms. Ever since he had lived in there till back to Japan after the World War II. He was from Kobe(神戶), his father was a plasterer that was the lower class in Japan. He came to with all of the family members in the Opening Port Era, the case was rare.
At the age of early forties, he went out the society as a chief manager of the Japanese Young Men’s Christian Association. He belonged to the Japanese Methodist church. He was known for ‘Choseon social work’, as he had combined the activities of a Christian youth group with the social works, and had done a wide variety of activities. In June 1931, he was requested to publish Incheonbusa(仁川府史, the history of Incheon Prefecture), he led to the publication as a chief compiler, and published it successfully faster than other area’s case.
And then, he had donated for establishment of High Normal School(普通学校) in the end of 1932, and Incheon Middle School in April 1934. In return for donations, he received an award by the Emperor of Japan in February 1937. In May 1935, he was elected the member of Incheon Provincial Council(仁川府會), and at that time he was a housing lease businessman. Two years later, he was appointed a JungChongdea(町總代, the representative of the neighborhood) and a Part-time Probation Officer(囑託保護司).
But when Imperial Japan eventually surrendered in August 15 1945, he had to be repatriated. Being a vice chairman of Incheon Provincial Council, he negotiated with U.S. Military Command and had led the phased withdrawal of the Japanese settlers in Incheon. He went away Incheon on March 2, 1946, and settled in Nagasaki(長崎), Japan. Two years later, he wrote the record of the Japanese Pullout from Incheon(仁川引揚誌). He called it the message of condolence for Incheon.
He called himself “a son of Incheon(仁川兒)”, because of growing up in nature and climate of Incheon since the age of four. During 57 years living there, he moved up a powerful influence away from the lower class in Japan. Because of achieving a chance of life there, he deserved to called himself “a son of Incheon”. However, that was not Incheon but Jinsen.
