본 연구는 인천지역의 실업자 양성훈련 수요와 공급의 크기를 직종별로 비교, 분석하고 그에 따라 지역 직업훈련 공급체계에 대한 정책적 시사점을 도출하는 것을 목적으로 한다. 먼저 한국직업능력개발원의 지침에 따라 지역내 사업체들의 채용예정인원과 직종별 채용예정인원 중 교육훈련 이수확률을 고려하여 실업자 양성훈련에 대한 수요량의 크기를 추정하였다. 이 때 교육훈련 이수확률을 추정함에 있어서는 베이지언 추론을 활용하였으며, 수요량 추정을 위한 데이터는 인천지역 인적자원개발위원회의 정기수요 조사 결과를 활용하였다. 둘째, HRD-net의 실업자 훈련에 대한 자료와 고용보험DB의 근로자 고용 관련 자료를 연계하여 지역내 실업자 양성훈련 공급량의 크기를 추정하였다. 마지막으로 앞의 두 단계에서 도출된 수요량과 공급량을 비교 분석하여 지역내 실업자 양성훈련 교육과정의 조정방안을 도출하고, 직업훈련 관련 지역 거버넌스의 개선과 관련된 정책적 시사점을 도출하였다. 분석 결과, 인천지역에서는 실업자 양성훈련에 대한 수요가 존재함에도 불구하고 훈련과정이 개설되지 않는 직종이 상당 수 존재하며, 이들 직종에서의 채용예정인원은 전체 채용예정의 43%를 차지하고 있음을 확인할 수 있었다. 이는 인천 지역 내 실업자 양성훈련의 공급체계가 기업의 수요에 적절히 대응하고 있지 못하다는 것을 의미한다. 이러한 결과를 바탕으로 본 연구에서는 단기적으로는 훈련과정의 신규개설, 폐지, 정원조정을 고려해야 하는 직종들을 식별하고 제시하였다. 또한 인천지역 직업훈련 수급의 균형을 적절히 유지하기 위한 장기적 방안으로 직업훈련의 수요대응성 강화, 현장밀착성 강화 및 직업훈련 관련 주체의 협력 강화 등을 제시하였다.This paper compares supplies of and demands for vocational training for unemployed for about 120 professional occupations in Incheon Metropolitan area, and derives policy implications on the regional vocational training system. First, the quantity demanded for each occupation is estimated, taking into account the number of job openings intended by businesses and the probability of “to-be-trained” among newly recruited employees. According to the method suggested by Korea Research Institute for Vocational Education & Training, we estimated the probability of “to-be-trained” by applying Bayesian rule to the data obtained from the survey carried out by Incheon Human Resource Development Committee. Second, the quantity supplied is estimated by combining data from HRD-net and Employment Insurance Database. Finally, by comparing the quantities demanded and supplied for each occupation, we identified professional occupations for which new training courses should be opened, existing training courses should be closed, and the number of trainees should be re-scheduled. The result shows that there are a large number of professional occupations for which demands for vocational training for unemployed exist but corresponding training courses are not provided. More surprisingly, those occupations accounts for 43% in the total intended number of new recruitments This result implies that, for some reasons, the existing vocational training system of Incheon Metropolitan City does not respond appropriately to the demands from businesses. This paper also identified three longer-term policy issues that need to be addressed to keep balance between demands and supplies of vocational training for unemployed in the region; enhancing responsiveness of vocational training system to demand changes, strengthening university- industry links in vocational training, and improving co-operation between various actors involved in vocational training.
